House of Representatives on Amendments to the Law on Salaries and Allowances in BiH Institutions

(Patria) - The 26th session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina is scheduled for today in Sarajevo, starting at 11:00 AM. The agenda includes 23 items.

Among other things, the Proposal for a Law on Amendments to the Law on Salaries and Allowances in BiH Institutions is to be considered, submitted by representatives Nihad Omerović, Saša Magazinović, Sabina Ćudić, and Jasmin Emrić. They have submitted a request for the proposed law to be considered under an urgent procedure, i.e., without the possibility of amendments.

The proposed amendments to the law pertain to military personnel of the Armed Forces of BiH, particularly the category of soldiers and non-commissioned officers who have the lowest coefficient for salary calculation and make up 80 percent of the total military structure.

The proposers explained that the goal of the amendments is to improve their material status and halt the negative trends of these categories leaving the Armed Forces of BiH.

They note that the proposed amendment to the Law on Salaries and Allowances in BiH Institutions, which introduces new coefficients for soldiers and non-commissioned officers, represents a partial solution for improving the material status of the most vulnerable categories in the Armed Forces of BiH.

They also stated that an analysis of the relationship of active military personnel compared to other categories covered by the Law on Salaries and Allowances in BiH Institutions revealed a significant disparity in the amount of coefficients for salary calculation.

The House of Representatives is also to consider the Proposal for a Law on Amendments and Supplements to the Law on Metrology of BiH, whose proposer is the Anti-Corruption Commission of the House of Representatives. The Commission has submitted a request for the proposed law to be considered under an urgent procedure.

The agenda should also include, among other things, the Report of the Collegium Commission on efforts to reach an agreement on the request of representatives Jasmin Emrić, Zlatan Begić, Elvisa Hodžić, and Šemsudin Mehmedović for consideration of the Proposal for a Law on Supplements to the Law on Parliamentary Oversight under an urgent procedure.

After the Collegium of the House failed to reach an agreement on the proposed law, the representatives should vote on it in a second round of voting.

The representatives should also consider, among other things, several reports, information, and representative initiatives.
