
(Patria) - Although thirteen deputies in the Sarajevo Canton Assembly (SDA, DF, SBiH) submitted a request on February 1st for an urgent session on the topic of security in Sarajevo Canton, the Speaker of the Sarajevo Canton Assembly Elvedin Okerić (NIP) has not informed the members of the Assembly Collegium about holding a session to determine the date of the urgent session, given that according to the Rules of Procedure, the decision to determine the urgent nature of the Assembly session is made by the Assembly Collegium.
"We submitted a request for an urgent session. We have not yet received an invitation for the Collegium," said the head of the Party for BiH Club, Muamer Bandić, for Patria.
According to the Rules of Procedure, the session is convened by the Speaker, and if they are unable to do so, then by their deputies, and if they also refuse, then the session can be convened in writing by an authorized representative of at least 1/3 of the deputies, with the professional assistance of the Assembly secretary.
This request from 13 deputies, which is one-third of the deputies of the Sarajevo Canton Assembly, followed the brutal murder of 19-year-old Faris Pendek last Sunday. Although the killer and his accomplices were arrested and remanded in custody for one month, the brutality of the crime raised numerous questions.
"Due to the continuously poor security situation in the Sarajevo Canton, which has recently taken on worrying forms and manifestations, with the commission of the most serious criminal offenses such as the brutal murder of our young fellow citizen Faris Pendek day after day, the deputies of SDA, DF, and SBiH are submitting a request for an urgent session on the topic of security in the Sarajevo Canton," the request states.
When it comes to an urgent session, i.e., circumstances of danger to public safety and the safety of citizens on a wider scale, natural disasters, major property damage, epidemics, and the like, the Speaker can convene a session on shorter notice than provided for in the Rules of Procedure.
After the murder of the 19-year-old Pendek and the revelation of the details of how the tragedy occurred, the question remains open as to how many people in Sarajevo are "previously known to the police" who will take someone's life tomorrow. Prosecutor Iva Kurilić stated at the custody hearing that they are drug users, and that one of the accomplices was under the influence of amphetamines at the time of his arrest, even though he is employed as a driver in a Sarajevo taxi company.
Citizens, as well as journalists, rightly wondered why no one was commenting the day after the murder.
