Demands of the Union of BiH Institutions: Adoption of the 2025 Budget, Payment of One-Time Assistance, or Protests and Strike

(Patria) - At a meeting of all Union representatives held on October 6, 2025, in the building of the institutions of Bosnia and Herzegovina, convened due to the authorities' neglect of employees in the institutions and the failure to adopt the Budget for 2025, the DEMANDS OF THE UNION were unanimously established.

1. Adoption of the Budget for 2025 in both houses of the Parliamentary Assembly of Bosnia and Herzegovina no later than October 31, 2025;

2. Immediately upon adoption of the Budget, and no later than November 30, 2025, payment of a one-time financial assistance for all employees in the institutions of Bosnia and Herzegovina, excluding elected and appointed officials, in the amount of 2,000.00 KM each, from the funds intended for salary payments in the Budget for 2025 that have not been paid in the period from January to date;

3. Adoption of the Budget for 2026 in accordance with the provisions of the Law on Financing Institutions of Bosnia and Herzegovina no later than December 31, 2025;

4. No later than December 31, 2025, adoption in the House of Peoples of the Proposal for the Law on Amendments to the Law on Salaries and Allowances in the Institutions of Bosnia and Herzegovina, which was adopted in the House of Representatives (number: 01-02-1-1628/25 of July 17, 2025). This Law will enable the retroactive payment of salary differences to all employees after the adoption of the Budget, in accordance with the adopted base for salary calculation for the current year, and would apply from January 1, 2026.

MEASURES THE UNION PLANS TO TAKE IF THE AUTHORITIES IGNORE THE DEMANDS:

• After the deadline for the item under point 1 expires, the unions will undertake activities to organize protests of employees in the institutions of Bosnia and Herzegovina, and by mid-November organize them in front of the building of the Presidency of Bosnia and Herzegovina and in front of the institution building at Trg Bosne i Hercegovine number 1.

• If even after that the authorities do not meet the Union's demands within one month of the held protests, a warning strike will be held in accordance with the Law on Strike and the agreed dynamics.
