Prosecutor's Office of BiH issues order: No investigation against seven SIPA inspectors who attempted to arrest Dodik

(Patria) - The State Prosecutor's Office has issued an order not to conduct an investigation against seven inspectors of the State Investigation and Protection Agency (SIPA) who, in April, on the previous order of the Court and Prosecutor's Office of BiH, attempted to arrest the then-President of Republika Srpska, Milorad Dodik, Detektor has confirmed.

The Prosecutor's Office of Bosnia and Herzegovina told Detektor that the order not to conduct an investigation applies to all seven individuals.

Detektor was previously confirmed by the Police Administration of East Sarajevo that a criminal complaint was filed against seven SIPA members on suspicion of committing the criminal offenses of "unlawful deprivation of liberty" and "abuse of official position" under the Criminal Code of Republika Srpska.

The criminal complaint was initially sent to the Republican Public Prosecutor's Office of Republika Srpska, which confirmed to Detektor that it had been forwarded to the State Prosecutor's Office for processing.

Detektor previously reported that SIPA members briefly appeared in front of the Government Building of Republika Srpska in East Sarajevo on April 23, where Dodik was located. While cameramen were filming inserts for a meeting in the building, SIPA vehicles arrived in front of the Government Building and left the area after a few minutes.

A central warrant had been issued for Dodik, former RS Prime Minister Radovan Višković, and Speaker of the National Assembly of RS Nenad Stevandić. The BiH Court had ordered them into custody after they refused to appear for questioning at the BiH Prosecutor's Office, when an investigation was launched against them for undermining the constitutional order.

In July, all three appeared before the BiH Court, first Dodik, and then Višković and Stevandić, after which their custody measure was lifted.

At the end of October, the investigation into the attack on the constitutional order against the three was suspended. This investigation was launched after the entity parliament adopted laws in February 2025 prohibiting the work of state judicial institutions and SIPA in the territory of RS.

These laws were adopted after the State Court issued a verdict against Dodik for non-compliance with the decisions of the High Representative in BiH, by which he was sentenced to one year in prison and a six-year ban from holding the office of President of RS.
