Trojka insists on proving Serbian police can enter RS, Zahiragić refutes all claims in detail

(Patria) - The storm surrounding the plan for the Serbian Ministry of Internal Affairs police to patrol the streets of RS, based on the Memorandum between Serbia and Republika Srpska, is not subsiding. Ivica Dačić eventually stated that he would not send police, and... after strong reactions, primarily from SDA and DF, poured in.

Elmedin Konaković, clearly as the leader of Trojka, defended himself with the Agreement on Cooperation between the Police of BiH and Serbia signed in 2010. Now, Trojka has jointly issued a statement in which they state that according to this agreement, the "central police bodies" are defined as "bodies with national and territorial jurisdiction determined by national legislation".

"In accordance with the constitutional order of Bosnia and Herzegovina and according to this agreement, broad possibilities for cooperation between the Ministry of Internal Affairs of the Republic of Serbia and the Ministry of Internal Affairs of the Bosnian-Herzegovinian entity RS are provided. The agreement foresaw the possibility of joint training of cadets, harmonization of plans and programs, the possibility of forming joint teams, and allowed for the work of undercover investigators on the territory of another country... The agreement clearly stipulates that police officers of one country can freely carry personal weapons and basic equipment in another," state Trojka.

On the other hand, Haris Zahiragić (SDA) responded point by point to all of Konaković's claims on social media:

1. The Agreement on Cooperation between the Police of BiH and Serbia was approved by the Presidency of Bosnia and Herzegovina on September 7, 2010 – at that time, the Bosniak member of the Presidency was Dr. Haris Silajdžić, not President Bakir Izetbegović;

2. The Agreement was ratified in the Parliamentary Assembly of Bosnia and Herzegovina, and on September 14, 2011, Denis Bećirović signed the ratification – who was the Speaker of the House of Representatives at the time;
And it is good that it was signed and ratified, because there is nothing controversial in it!

3. An almost identical agreement was signed by the Council of Ministers of BiH in 2011 with the Republic of Croatia – which, of course, does not mean that, for example, the MUP of HNK, MUP of LK, or MUP of West Herzegovina Canton have the right, bypassing state institutions, to bring in the police of the Republic of Croatia to enforce laws on the territory of Bosnia and Herzegovina;

4. Such agreements are common for neighboring countries, and probably all European countries have them with their neighbors, so it is completely normal that our country signed the same with Serbia and Croatia;

5. If Konaković had read the Agreement he is referring to and which he himself published, he would see that this is an agreement between two countries on cooperation, education, and mutual assistance of intelligence services, border police, and other state police bodies, cooperation that is necessary for the fight against cross-border organized crime;

6. If Konaković had read the Agreement he is referring to and which he himself published, he would see that Article 1 of the same defines "central contact points", which in the case of BiH is the Ministry of Security – Directorate for Coordination of Police Bodies.

7. If Konaković had read the Agreement he is referring to and which he himself published, he would see that Article 4, paragraph (2) stipulates that police cooperation is carried out upon request submitted through central contact points, and that paragraph (3) of the same article even provides for the consent of judicial bodies (if special measures and investigative actions are involved on the territory of the neighboring country);

8. Of course, the MUP of RS cannot, according to this Agreement, carry out activities bypassing the state of Bosnia and Herzegovina or the consent of state bodies, just as cantonal MUPs cannot do so with the MUPs and police forces of Croatia or Serbia.


Furthermore, only Konaković claims that this Agreement is the basis for the announced activity of Serbia and the entity of RS; neither Dačić nor Karan claim this; they claim that this is the implementation of the conclusions of the "All-Serbian Assembly".

I could write arguments on this topic indefinitely, but I think this is quite enough to deconstruct the falsehoods and nonsense that Konaković has been presenting for the past two days.

However, even though Ivica Dačić announced that Serbia is giving up on sending the Police of Serbia to the entity of RS, aware that the entity does not have the right to such cooperation with the state of Serbia without the consent of the state of Bosnia and Herzegovina, Konaković now claims that it does, and that, as he says, the police of Serbia have the right to "roam around Bosnia and Herzegovina" without the consent of state bodies. Read again!

Try to understand what that means. Imagine what arguments the Minister of Foreign Affairs of Bosnia and Herzegovina is giving to Greater Serbian politics!?

So, at the moment when Dačić announced that Serbia is giving up on sending police, Konaković insists that it, according to Konaković's interpretation, can still do so freely and has the right to do so!

This is an example of an illiterate person, who is dangerous because of it.
If he had read the agreement he published or if he understood/could understand it, he would never have written such nonsense.

Or is he just so brazen that he is willing to lie so pathologically even on these topics? Unfortunately, there is also a chance that Konaković is blackmailed due to his connections with drug cartels, because how else to explain all this he is doing?

And finally, since he refers to agreements, let Konaković answer by which agreement it is stipulated that the MUP of Serbia stations a helicopter and a special police unit in Trebinje – which also happened after the "All-Serbian Assembly"?

By which agreement is it stipulated that the Army of Serbia can march through Bratunac and Prijedor before the commemoration of the genocide in Srebrenica? Why did he personally give them consent for that? And why did neither NIP, nor Konaković, nor Trojka, react adequately to the Declaration and conclusions from the "All-Serbian Assembly", and why are they pretending it didn't happen, or rather, they are not pretending, but are simply working on implementing those conclusions?

"SDA must leave, even if it gets worse." And it did get worse! Unfortunately, much worse than any of us could have imagined, stated Zahiragić.
