Hearing on restraining orders for "Koverta" case defendants on April 17, including UNSA Management Board members, KS Government minister

(Patria) - On Friday, April 17, a hearing will be held at the Municipal Court in Sarajevo to determine/extend restraining orders for the defendants in the Koverta case.

The KS Prosecutor's Office proposed in the indictment the lifting of custody for Muhamed Ajanović, and the imposition of restraining orders, specifically a ban on performing the function of dean at the Faculty of Dentistry, a ban on visiting the Faculty of Dentistry, the Sarajevo Cantonal Administration for Inspection Affairs, and the Ministry of Science, Higher Education, and Youth of KS, a travel ban, and a ban on contacting witnesses and suspects. Ajanović's custody has been lifted, and he has been released; the court will rule on the restraining orders.

Dalila Hakalović, who was arrested earlier, is also under restraining orders, so the court will decide on the extension of these measures in her case as well. She is banned from performing the function of chief educational inspector at the KS Cantonal Administration for Inspection Affairs, visiting the inspection building, the Faculty of Dentistry, and meeting with witnesses and suspects.

For the Minister of Labor and Social Policy, Enda Pavić Pečenković, a restraining order has been proposed, banning her from performing her function as a minister in the KS Government and prohibiting her from meeting with witnesses and suspects.

Regarding Dženita Viteškić, a ban on performing the function of Assistant Minister for Higher Education and a ban on meeting with witnesses and suspects are proposed. Viteškić was arrested along with the then Minister of Higher Education, Adna Mesihović, in April 2025. She spent two months in custody. In June, she was released, and a restraining order prohibiting contact with witnesses was imposed on her.

For the members of the University of Sarajevo Management Board, Emina Kiseljaković and Mersiha Šabaredžović-Klačar, a ban on performing their functions on the Management Board and meeting with witnesses and suspects has been proposed.

According to the indictment, which was confirmed on April 6, they are charged with criminal offenses of abuse of position or authority, accepting a reward or other form of benefit for trading influence, and fraud in office.

'Koverta' exposed corruption in the KS Government and public sector: Why no convictions, suspensions, or reactions from ruling parties?

Muhamed Ajanović is accused of illegally acting, along with the accused Dalila Hakalović, to enable his continued tenure as dean of the Faculty of Dentistry in Sarajevo by changing the start date of his second term, contrary to the provisions of the University of Sarajevo Statute and the Law on Higher Education.

The KS Prosecutor's Office accuses Ajanović, Adna Mesihović, and Dženita Viteškić of jointly enabling the non-announcement of the competition for the election of a dean, thereby extending his mandate beyond the prescribed legal and statutory provisions.

Ajanović is also accused of illegally allowing an employee to hold two positions at the faculty, thereby causing her financial gain of KM 6,819.12, as well as paying her a bonus of 25 percent of her base salary.
He is also accused of illegally paying himself compensation for unused annual leave.

Adna Mesihović and Dženita Viteškić are also accused of illegally hiring three people in the Ministry of Science, Higher Education, and Youth of KS, and of enabling the illegal appointment of the dean of the Faculty of Economics in Sarajevo.

Ibrahim Obhođaš is accused of illegal mediation in the election of the director of the JU Student Center Sarajevo, as well as the appointment of a member of the Interdepartmental Working Group for the drafting of the Law on Student Standards of KS. He is also accused of illegal mediation in the extension of work permits for foreign workers of a Sarajevo company.

Enda Pavić Pečenković is accused of illegally amending the regulations of the Ministry of Labor, Social Policy, Displaced Persons, and Refugees of KS to enable the employment of the sister of the accused Obhođaš.

The KS Prosecutor's Office also accuses the members of the Management Board of illegally allowing Muhamed Ajanović to be paid KM 11,476.32 for unused annual leave.

The indictment in the "Koverta" case, which is being treated as a high-level corruption case, includes 14 individuals: Adna Mesihović, Dženita Viteškić, Ibrahim Obhođaš, Enda Pavić Pečenković, Muhamed Ajanović, Dalila Hakalović, Murat Ramadanović, Mersiha Šabaredžović Klačar, Jasminka Sijerčić, Maida Čohodar Husić, Lidija Zvačko Pehar, Dejan Milošević, Kasim Bajrović, Emina Kiseljaković.
