Five MPs Request New Urgent Session of the BiH House of Representatives: Agenda Includes Ćulum, Krišto and Purchase of Building for the ITA

(Patria) - Five state MPs Jasmin Emrić, Šemsudin Mehmedović, Elvisa Hodžić, Aida Baručija and Nihad Omerović have submitted a request to the Speaker of the House to convene the 27th urgent session on Wednesday, 30 July 2025, starting at 11:00 AM, with the following agenda:

1. Establishing lawful leadership in the State Investigation and Protection Agency, which has been undermined and usurped by the arbitrary dismissal, abandonment of duties and attempt to unlawfully reinstate Darko Ćulum to the position of director;

2. Unlawful conduct of the Chairwoman of the Council of Ministers of Bosnia and Herzegovina, Borjana Krišto, by failing to act in accordance with Articles 10 and 14 of the Law on the Council of Ministers of Bosnia and Herzegovina and by failing to implement the conclusions of the 28th session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina;

3. Unlawful conduct of the Indirect Taxation Authority of Bosnia and Herzegovina in the procedure of purchasing an existing building in the area of the city of Banja Luka for the purpose of accommodating employees and accompanying equipment of the Indirect Taxation Authority for the Main Office and the seat of the Banja Luka Regional Centre.

"Although six months have passed since the dismissal of the Minister of Security of Bosnia and Herzegovina and despite the fact that five presidents of caucuses of MPs, representing 19 MPs of the House of Representatives, proposed the appointment of candidate Nebojša Vukanović, the Chairwoman of the Council of Ministers of BiH Borjana Krišto has to date, contrary to the aforementioned provisions of the Law, not proposed that candidate for Minister of Security of Bosnia and Herzegovina, publicly stating that she will propose exclusively a minister proposed by SNSD and supported by HDZ.

The Chairwoman of the Council of Ministers of BiH ignores the request of 19 MPs of the House of Representatives, who proposed the appointment of candidate Nebojša Vukanović as Minister of Security of Bosnia and Herzegovina, i.e. she ignores the proposal of the relative majority in the House of Representatives, because it is generally known that the House of Representatives makes decisions by a relative majority, as prescribed by Article 85 of the Rules of Procedure of the House of Representatives, and not by an absolute majority of votes.

Regarding the purchase of the building for the accommodation of the ITA, these MPs request that the Office of the Attorney of BiH, in accordance with its powers and legal remedies, file a lawsuit before the Administrative Division of the Court of BiH to challenge the decision in question.
