State Representative Jasmin Emrić Demands the BiH Prosecutor's Office Submit a Report on the Dodik, Stevandić and Višković Case

(Patria) - Representative in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina Jasmin Emrić will hold a press conference today, after the BiH Prosecutor's Office made a decision to suspend the investigation for an attack on the constitutional order against Milorad Dodik, Nenad Stevandić and Radovan Višković.

Emrić will submit a request to the Prosecutor's Office of Bosnia and Herzegovina to submit a report on its work and application of the law regarding the issuance of an order to suspend the investigation in the case concerning the existence of reasonable suspicion that: Milorad Dodik, Radovan Višković and Nenad Stevandić committed the criminal offense of an attack on the constitutional order under Article 156, paragraph 1 of the Criminal Code of Bosnia and Herzegovina.

The conference will be held at 10:30 AM.

Incidentally, Emrić and Representative Šemsudin Mehmedović filed a criminal complaint in July also against Darko Ćulum, the director of SIPA, for several committed criminal offenses, including an attack on the constitutional order.

They reported Ćulum for the criminal offense of associating for the purpose of committing criminal acts against the integrity of BiH, in connection with the criminal offenses of Attack on the Constitutional Order, Failure to Execute a Decision of the Constitutional Court of BiH, the Court of BiH, the Human Rights Chamber or the European Court of Human Rights under Article 239 of the Criminal Code of BiH, and Abuse of Official Position or Authority.

As stated, Ćulum, in his capacity as SIPA director, refused to execute the order of the Court of BiH to deprive of liberty persons suspected of an attack on the constitutional order of BiH, knowing that an attack on the constitutional order was underway and with the intention of decisively contributing to it, he became a member of an association under Article 170 of the Criminal Code of BiH, which association was founded by the President of RS Milorad Dodik, and whose members were the suspects Nenad Stevandić, Radovan Višković, as well as the leadership of the RS MUP Siniša Karan, Siniša Kostrešević, who formed an armed group composed of members of the special unit of the RS MUP with the aim of preventing authorized officials of SIPA from executing the order of the Court of BiH to deprive of liberty the suspects Milorad Dodik, Stevandić and Višković, i.e., to prevent them or otherwise obstruct the application, implementation or execution of such a decision of the Court of BiH, or to participate in an armed rebellion directed against the constitutional order of BiH or its highest institutions, and acted upon the request of the then-suspect Milorad Dodik, who demanded that Serbs employed in SIPA, the Court, and the Prosecutor's Office leave these institutions.

Ćulum submitted his resignation from the position of SIPA director on March 18, stating that as of that day all his duties and rights in the said agency ceased, and he left his workplace.

"Darko Ćulum came to the SIPA headquarters on July 14, 2025, with the intention of performing the duties of director, although he knows that he no longer has such authorizations or status by force of law, because in accordance with Article 119 of the Law on Police Officials, it is established that a police official's employment terminates and he automatically loses the status of a police official in the event that he voluntarily submits a resignation, as a result of which he is unauthorizedly present in the SIPA building," the complaint states.

However, apart from the information that a case has been opened, Emrić and Mehmedović have no information whatsoever as to whether any actions have been taken against Ćulum, nor have the complainants been called to give any statement or additional information.

Although there was public interest, the BiH Prosecutor's Office did not publicly announce its decision, and the acting prosecutor was Vedrana Mijović, who, by a decision of the Chief Prosecutor of the BiH Prosecutor's Office Milanko Kajganić, remained on the case after the dissolution of the prosecutorial team.
