Zubac's Revenge: Lišinović Sent to Tuzla for Refusing to Sign Complaint Against Prosecutor Marković

At the headquarters of the State Investigation and Protection Agency (SIPA) during yesterday's session of the SIPA Directors' Collegium, which, in addition to Director Goran Zubac and senior management, was attended by the heads of all SIPA organizational units, several decisions were made, including the decision to transfer high-ranking official Mirza Lišinović from Sarajevo to Tuzla, the Bosnian news agency Patria has learned.

Lišinović, until now the assistant director of SIPA's Internal Investigation Department, was „punished“ by the transfer to the Tuzla Regional Center because on September 14 this year, during Zubac's „unexpected absence,“ he refused to sign a criminal complaint against prosecutor of the Prosecutor's Office of Bosnia and Herzegovina Miroslav D. Marković and Deputy Minister of Security of Bosnia and Herzegovina Mladen Ćavar.

The report against Marković and Ćavar, it is recalled, was submitted as stated at the time due to the existence of grounds for suspicion that they committed the criminal offense of abuse of office or authority, i.e., the extended criminal offense of co-perpetration in acting after the initiation of criminal proceedings against SIPA Director Goran Zubac.

At Marković's proposal, i.e., the Prosecutor's Office of Bosnia and Herzegovina, the SIPA director was denied access to classified information.

The following day, the Prosecutor's Office of Bosnia and Herzegovina announced that it would not conduct an investigation against prosecutor Marković and Deputy Minister of Security of Bosnia and Herzegovina Ćavar, based on the complaint filed by SIPA, i.e., Zubac.

The order not to conduct an investigation was issued because it is evident from the complaint and accompanying documents that the reported act is not a criminal offense, and that there is no grounds for suspicion that the reported persons committed a criminal offense, the Prosecutor's Office of Bosnia and Herzegovina stated at the time.
