Zubac and those responsible from Internal Control abused their position

The Prosecutor's Office of Bosnia and Herzegovina has received a criminal report against responsible persons in the Internal Control Department of the State Investigation and Protection Agency - SIPA, the Disciplinary Commission, as well as other responsible persons of the Agency, on the grounds of reasonable suspicion that during 2012, starting from April, while performing official duties as responsible persons of the Internal Control Department of the State Investigation and Protection Agency, as well as other management personnel from the Agency, they committed the criminal offense of abuse of position or authority under Article 220, Paragraph 1 of the Criminal Code of Bosnia and Herzegovina.

This report was submitted by the lawyers of Rašid Palić, the dismissed head of the SIPA Regional Office in Sarajevo, who was reinstated to his position by a non-final verdict of the Court of Bosnia and Herzegovina.

Although this report has been with the Prosecutor's Office of Bosnia and Herzegovina for a year, as we learn, no one has yet contacted Palić. The Patria News Agency has obtained the report received by the Prosecutor's Office of Bosnia and Herzegovina, which, among other things, states that officers of the Internal Control Department first conducted an internal procedure, then submitted a request for disciplinary proceedings against police officer Rašid Palić, and immediately after initiating the request for disciplinary proceedings, the Agency Director Goran Zubac issued a decision on suspension, even though there were no grounds or reasons for it, as the internal procedure had been completed, the entire investigation conducted, and all evidence presented.

Furthermore, the report states that there is reasonable suspicion that the internal control of the State Investigation and Protection Agency, as well as the Agency's Disciplinary Commission, did not conduct nor are conducting lawful procedures, i.e., that by conducting such procedures they abused their position or negligently performed their duties, and continue with their activities, thereby violating the rights of police officer Rašid Palić, and particularly causing irreparable damage to the State Investigation and Protection Agency, the Prosecutor's Office of Bosnia and Herzegovina, as well as the state of Bosnia and Herzegovina and its reputation in the international community, because the Sarajevo Regional Office has been operating without a head for several months, which will certainly have long-term and irreparable consequences for the fight against organized crime, as well as for the security situation in Bosnia and Herzegovina.
