Numerous draft laws sent for harmonization due to lack of entity majority

SARAJEVO, (Patria) - Draft laws in the second reading were sent to the Collegium of the House of Representatives of the BiH Parliament for harmonization, due to the lack of an entity majority: Draft Law on Amendments to the Law on Financing of BiH Institutions, proposed by the Council of Ministers of BiH, Draft Law on Amendments to the Patent Law, proposed by the Council of Ministers of BiH (P.Z.E.I), Draft Law on Amendments to the Law on the Court Police of Bosnia and Herzegovina, proposed by the Council of Ministers of BiH, Draft Law on Amendments to the Law on the State Aid System in Bosnia and Herzegovina (P.Z.E.I), proposed by the Council of Ministers of BiH.

The House of Representatives did not adopt the Draft Law on Amendments to the Law on the Ombudsman for Human Rights of BiH in the second reading, proposed by the Council of Ministers of BiH. Draft laws in the first reading were sent to the Collegium of the House for harmonization, due to the lack of an entity majority: Draft Law on Amendments to the Law of BiH on Enforcement of Criminal Sanctions, Detention and Other Measures, proposed by the Council of Ministers of BiH, Draft Law on Amendments to the Law on Medicines and Medical Devices, proposed by MPs Mirjana Marinković Lepić and Predrag Kojović.

The House did not adopt the negative opinion of the Committee on Finance and Budget on the Draft Law on Amendments to the Law on Salaries and Allowances in BiH Institutions, proposed by MPs Mirjana Marinković Lepić and Predrag Kojović. In accordance with the Rules of Procedure, the House tasked the Committee with preparing a new opinion on this Draft Law.

The request of MP Damir Arnaut for urgent consideration of the Draft Law on Amendments to the Law on Salaries and Allowances in Bosnia and Herzegovina Institutions was adopted. Due to the lack of an entity majority, the Draft Law was sent to the Collegium of the House for harmonization.

The Report of the Joint Committee of both Houses on achieving an identical text of the Law on Amendments to the Law on Labor in BiH Institutions was sent to the Collegium of the House for harmonization, due to the lack of an entity majority.

The statement of the House of Representatives on determining a new deadline for submitting opinions on the Draft Law on Amendments to the Law on Excise Duties, proposed by MP Aida Baručija, was also sent to the Collegium of the House for harmonization, due to the lack of an entity majority.

After the House of Representatives rejected the negative opinion of the Constitutional-Legal Committee for the second time, the legislative procedure on the Draft Law on Amendments to the Law on Civil Service in BiH Institutions, proposed by MP Damir Arnaut, was suspended.

The House of Representatives did not adopt the Report on the Work and Operations of BHRT for 2017 and the Report on the Implementation of Program Plans for 2017 of BHT1, BH Radio 1, Music Production of BHRT and Multimedia of BHRT, submitted by the Management Board of Radio Television of BiH. The House did not acknowledge the Report on the Implementation of Program Plans for 2018 of BHT1, BH Radio 1, Music Production of BHRT and Multimedia of BHRT, submitted by the Management Board of Radio Television of BiH.

The House of Representatives adopted the parliamentary initiative of Mirjana Marinković Lepić, which reads: "Based on Article 8 of the Rules of Procedure of the House of Representatives of the BiH PA ('Official Gazette of BiH', Nos. 79/14, 81/15, 97/15 and 78/19), I submit a parliamentary initiative tasking the Council of Ministers of BiH to, no later than 90 days from the adoption of this initiative in the House of Representatives of the BiH PA, make a decision on verifying the diplomas of all employees in state institutions in terms of controlling the validity of diplomas in accordance with legal regulations in the field of education."

Due to the lack of an entity majority, the confirmation of the Decision on the participation of members of police services from Bosnia and Herzegovina in the United Nations Stabilization Mission in the Democratic Republic of Congo, submitted by the Presidency of BiH, was also sent to the Collegium of the House for harmonization.
