Why is the PIC session on December 6 and 7 special

There is a huge accumulation of problems awaiting the Peace Implementation Council (PIC) session, scheduled for December 6 and 7 in Sarajevo.

It is certain that the cases of not holding and interrupting elections in Mostar and Stolac, the announcement of a referendum from Republika Srpska on the state prosecutor's office and court, the Constitutional Court's decision on the election of delegates to the House of Peoples of the FBiH, Ivanić's cunning questioning about the further existence of the OHR in BiH, all the way to the marking of January 9 as the day of the BiH entity Republika Srpska... should be on the agenda of the PIC members.

Bosnia and Herzegovina is under immense pressure from problems. Its path towards the EU and NATO is seriously jeopardized.

Most of the conflicts in BiH are produced by the Dayton vacuum, the Dayton ambiguity regarding the ownership of Bosnia and Herzegovina's state property. This ambiguity is fatal. Such a vacuum has left a tense possibility of a struggle for BiH's territory.

Some are using such a vacuum to try to present BiH as a state community, some as a confederal-federal model...

The problems that have burdened BiH largely stem precisely from the ambiguities and interpretations of the civilian part of Dayton. In BiH, we currently have a state of conflict between different perceptions. There is a conflict of optics through which Dayton is being read.
For more than 20 years, Dayton has been interpreted in BiH in different ways, depending on what suits someone at a given moment.

The OHR must finally resolve the issue of ownership of state property in Bosnia and Herzegovina. This ambiguity can escalate from political conflicts into war conflicts. The conflict of perceptions of Bosnia and Herzegovina can escalate into bloody conflicts.

The previous PIC statements have been largely sterile. There have been dozens of them. It is expected that the OHR will be more concrete on Tuesday and Wednesday. That is why the upcoming PIC session is special.
