Lukač's Negligence Leaves No One Supervising

Dragan Lukač's decision to hire candidates for the Special Police Unit of the FUP at his own discretion and whim has caused stormy public reactions, and among political parties, only the opposition SDP BiH has reacted, which has long warned that the Independent Board of the FBiH Parliament does not exist, thus opening the door for Lukač's illegalities, reports Patria agency.

Lukač's years of service, even with the period from 07.04.'92 to 31.12.1993 deleted, are sufficient for this 62-year-old to retire.

Lukač's removal of four candidates (Bosniaks) from the list of the 15 most successful candidates evaluated by the Commission, and replacing them with candidates who were much lower on the list but of the desired national affiliation, must not be met with mere media reactions.

Lukač removed Hamdo Maličević, Edvin Smaka, Nadir Čengić, and Halil Ćelović from the list, and replaced them with Dario Rajić (48th on the Commission's list), Andrej Laco (42nd), Ivan Vidošević (27th), and Murat Repeša (18th).

In his denial a few days ago, Lukač stated that he is accountable to the Independent Board for his work, thus mocking the entire public and the FBiH Government, as he is aware that the Independent Board of the FBiH Parliament has not existed for two years, nor does the ruling coalition wish to form this body, thereby leaving free space for Lukač's arbitrariness.

Incidentally, even during the mandate of the Independent Board members, no one supervised Lukač. The head of the Independent Board was Sead Selman (head of the FUP Forensics Center, to whom Lukač is the boss), and the members were Božo Bagarić, Enver Ćosićkić, Siniša Obradović, Nezir Pivić, Branka Šekarić, and Zoran Zekić.

Also, the Public Complaints Office, which is the body responsible for protecting police officers from Lukač's torture, disciplinary proceedings, internal investigations, etc., does not exist either. The mandate of this office has also expired. This office falls under the jurisdiction of the Federal Ministry of Internal Affairs, headed by Aljoša Čampara.

Patria's sources from the FUP remind that Lukač arbitrarily annulled the advertisement from August 2016 when there was an identical scenario of "too many Bosniaks." The advertisement was repeated in December, and it is ultimately accompanied by scandals orchestrated by Lukač. Neither then nor now has there been any reaction from Minister Čampara.

Manipulations with Testing

The testing of candidates in this "private" competition for the recruitment of 15 police officers into the FUP Special Unit was marked by a series of irregularities. Those more familiar with the entire process claim that some candidates completed the knowledge test in ten minutes, although the allotted time was 45 minutes. After the results were published, they had the maximum number of points. There is suspicion that they received the tests even before the testing, and thus quickly finished by circling answers.

In the physical fitness test, the same candidates who completed the aforementioned test in 10 minutes, despite being dissatisfied with their running time and jump distance, again achieved the maximum number of points after the results were published.

The second part of the physical fitness test was conducted individually in front of the Commission members, making it clear that this left room for manipulation of the results.

Candidates are Friends with Commander Selmanović

What is noticeable among the candidates is that four young men with exceptional characteristics and physical fitness were replaced solely because they are Bosniaks.

Halil Ćelović was one of the best soldiers in the BiH Armed Forces in 2010, and later an instructor. Hamdo Maličević is a long-time athlete and winner of multiple gold and other medals in karate. A 25-year-old guy who could have given his best years to the police. Nadir Čengić (23), one of the physically fittest guys at the testing. He completed a four-year police academy in Turkey and speaks three languages fluently. Edvin Smaka, a guy who is 2 meters tall and weighs 110 kg. He scored 69 points, but instead, Andrej Laco, who is 175 cm tall and scored 52 points, got the position. He ranked 42nd on the Commission's list.

Among the candidates on the list for recruitment into the FUP Special Unit are Rijad Dedeić, Ibro Miladin (35 years old), Berin Balijagić, Neir Lindov, Alner Džananović, Elmir Mehić. Those in the know claim that some of them are friends with the commander of the Special Unit, Mustafa Selmanović, while for some of them, their private trainer is Branislav Crnogorac, advisor to Minister Čampara and selector of the BiH Judo National Team.

As was done for several other candidates who were eliminated from further testing due to criminal offenses and conflicts with the law, Lukač should once again check the operational records of the individuals on the list.
