(Patria) - At the 38th session of the House of Representatives of the Parliamentary Assembly of BiH, the Bill on Amendments to the Value Added Tax Law, proposed by MP Rejhana Dervišević, was adopted under urgent procedure.
The House previously adopted the request for this Bill to be considered under urgent procedure. Along with this Bill, the House of Representatives adopted a conclusion requesting the House of Peoples of PSBiH to consider this Bill under an urgent legislative procedure, in accordance with Article 124 of the Rules of Procedure of the House of Peoples of PSBiH.
The Bill on Amendments to the Law on Customs Policy of Bosnia and Herzegovina, proposed by MP Rejhana Dervišević, was also adopted under urgent procedure.
Previously, the request for consideration of this Bill under urgent procedure was adopted. The House of Representatives also adopted a conclusion forwarding this Bill to the House of Peoples of PSBiH and requesting that it be considered under an urgent legislative procedure, in accordance with Article 124 of the Rules of Procedure of the House of Peoples of PSBiH.
The Bill on Amendments to the Law on Prohibition of Discrimination was also adopted by the House under urgent procedure, proposed by MP Rejhana Dervišević.
Previously, the request for consideration of this Bill under urgent procedure was adopted. The House also adopted a conclusion forwarding this Bill to the House of Peoples of PSBiH and requesting that it be considered under an urgent legislative procedure, in accordance with Article 124 of the Rules of Procedure of the House of Peoples of PSBiH.
The House of Representatives adopted, in the second reading, the Bill on Amendments to the Law on Labor in Institutions of Bosnia and Herzegovina, proposed by MP Rejhana Dervišević.
The House also adopted a conclusion forwarding this Bill to the House of Peoples of PSBiH and requesting that it be considered under an urgent legislative procedure, in accordance with Article 124 of the Rules of Procedure of the House of Peoples of PSBiH.
In the first reading, the Bill on Amendments to the Law on Communications, proposed by the Council of Ministers of BiH, was adopted. Along with this Bill, the House adopted a conclusion obliging the proposer to, within 10 days after the adoption of the Bill in the House of Representatives in the first reading, and before the second phase before the competent committee, eliminate all normative-technical deficiencies in the Bill noted in the Opinion of the Legislative-Legal Sector of the PSBiH Secretariat and submit the corrected text of the Bill to the Constitutional-Legal Committee and the House of Representatives of PSBiH.
The Bill on the Court of Bosnia and Herzegovina and the Court of Appeals of Bosnia and Herzegovina, proposed by MP Predrag Kojović, was sent to the Collegium of the House for harmonization due to the lack of entity majority, in the first reading and under an abbreviated procedure.
Due to the lack of entity majority, the Bill on Amendments to the Law on Labor in Institutions of Bosnia and Herzegovina, proposed by the Council of Ministers of BiH in the first reading, was also sent to the Collegium of the House for harmonization.
The Bill on Protection of Geographical Indications (P.Z.E.I.), proposed by the Council of Ministers of BiH in the first reading and under an abbreviated procedure, was sent to the Collegium of the House for harmonization due to the lack of entity majority.
The House of Representatives did not adopt the request by proposers MPs Saša Magazinović and Denis Bećirović to consider the Bill on Amendments to the Law on Identity Cards of Citizens of Bosnia and Herzegovina under urgent procedure. The proposal to consider this Bill under an abbreviated legislative procedure was adopted.
The Bill on Amendments to the Criminal Code of Bosnia and Herzegovina, proposed by MP Branislav Borenović, will also be considered under an abbreviated legislative procedure. The House previously did not adopt the proposer's request to consider this Bill under urgent procedure.
The House did not adopt the proposal to consider the Bill on Amendments to the Law on Independent and Supervisory Bodies of the Police Structure of Bosnia and Herzegovina, proposed by MP Jasmin Imamović, under an abbreviated procedure, so this Bill will be considered under the regular procedure.
The House of Representatives appointed MPs Mira Pekić, Nihad Omerović, and Predrag Kožul to the Joint Commission of both Houses to achieve an identical text of the Law on Amendments to the Law on Salaries and Allowances in Institutions of Bosnia and Herzegovina.
The House of Representatives adopted the Resolution on Condemnation of All Forms of Neo-fascism and Affirmation of Anti-fascist Heritage and Values in Bosnia and Herzegovina, proposed by MPs Saša Magazinović and Jasmin Imamović.
The initiative of MP Nihad Omerović was adopted, by which the House of Representatives of PSBiH instructs the Council of Ministers of BiH to, within 60 days from the adoption of this initiative, make a decision to abolish the Decision on the amount of fees paid by aircraft operators per passenger transported from international airports in Bosnia and Herzegovina for two years.
The initiative of MP Nihad Omerović for a review of the procedure for conducting the Public Advertisement for filling management positions of civil servants in the Indirect Taxation Authority, published on 13.06.2025 on the website of the Indirect Taxation Authority of BiH, was sent to the Collegium of the House for harmonization due to the lack of entity majority.
The following proposed conclusions were also sent to the Collegium of the House for harmonization due to the lack of entity majority:
1. The House of Representatives requests the Prosecutor's Office of BiH to review the entire procedure of the Public Advertisement for filling management positions of civil servants in the Indirect Taxation Authority of BiH, published on 13.06.2025 on the website of the Indirect Taxation Authority of BiH;
2. The Commission for Combating Corruption of the House of Representatives of PSBiH and the Joint Commission for Human Rights of PSBiH are instructed to, each within their jurisdiction, review the entire procedure of the Public Advertisement for filling management positions of civil servants in the Indirect Taxation Authority of BiH, published on 13.06.2025 on the website of the Indirect Taxation Authority of BiH.
In accordance with the above, a public hearing of all actors in this procedure is requested in order to consider the circumstances and for the commissions, in accordance with their competencies, to determine any illegalities and violations of the Constitution of BiH.
The House of Representatives adopted the Report on the Work of the Independent Body as an independent body of the police structure of Bosnia and Herzegovina for 2025.
The House did not adopt the proposed conclusion of MP Jasmin Emrić regarding the consideration of the Report on the Work of the Independent Body as an independent body of the police structure of Bosnia and Herzegovina for 2025, which states: "The House of Representatives of PSBiH calls on the Prosecutor's Office of Bosnia and Herzegovina to take measures to uncover criminal offenses and conduct an investigation due to the grounds for suspicion that members of the Independent Body as an independent body of the police structure of Bosnia and Herzegovina have not fulfilled their duty from Article 3, paragraph (1), points d) and e) of the Law on Independent and Supervisory Bodies of the Police Structure of Bosnia and Herzegovina, and have acted contrary to Article 2, paragraph (5) of the Law by protecting Darko Ćulum, Director of SIPA, who, contrary to Article 68 of the Law on Administration, after submitting his resignation on 18.03.2025, left the position of director, and on 14.07.2025, contrary to Article 119 of the Law on Police Officers, after unjustified consecutive absence from work for 81 working days, arbitrarily usurped and continued to perform the function of director."
The Report on the Work of the BiH Ombudsman for 2025 was adopted. Along with this Report, the House adopted a conclusion instructing the Council of Ministers of BiH to, within 30 days from the adoption of this conclusion at the session of the House of Representatives, approve the Rulebook on Internal Organization of the BiH Ombudsman, in accordance with the Draft Rulebook submitted by the BiH Ombudsman.
The following conclusions were also adopted:
‣ The Agency for Civil Service is requested to immediately enable the filling of currently systematized, but vacant positions in the BiH Ombudsman;
‣ The BiH Ombudsman is requested to initiate recovery proceedings against the civilly and criminally liable individuals responsible for the "Viaduct" case.
The House of Representatives also adopted the following reports of BiH institutions:
‣ Report on the Work and Financial Report of the BiH Postal Traffic Agency for 2025;
‣ Report on the Work of the State Regulatory Commission for Electric Energy in 2025;
‣ Report on the Activities of the BiH Institutions Audit Office for 2025;
‣ Annual Report of the Central Bank of BiH for 2025.
The House of Representatives did not adopt the Report on the reviewed financial operations of political parties in 2022, submitted by the Central Election Commission of BiH.
Regarding this Report, the House adopted a conclusion instructing the Council of Ministers of BiH to, as soon as possible, and no later than 30 days from the adoption of the conclusion, review and adopt the Rulebook on the Systematization of Positions in the Central Election Commission of BiH.
The House of Representatives took note of the Information on the Work of the Prosecutor's Office of BiH for 2025.
Due to the absence of an authorized representative of the proposer, the House postponed the discussion on the Reform Agenda, submitted by the Council of Ministers of BiH.
The House also adopted a conclusion instructing the Council of Ministers of BiH to appoint an authorized representative for the discussion of the Reform Agenda for the next session of the House of Representatives.
The House did not appoint a member of the Central Election Commission of BiH from among the 'others', as none of the candidates from the ranking list of the House of Representatives' Commission for Elections and Appointments received the required general and entity majority of votes.
The House of Representatives gave consent for the ratification of:
‣ The Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law;
‣ The Joint Protocol on the Application of the Vienna Convention and the Paris Convention;
‣ Additional Protocol 7 on Dispute Settlement to the Agreement on Amendment and Accession to the Central European Free Trade Agreement;
‣ Decision of the CEFTA Joint Committee No. 2/2024 on Facilitating Electronic Commerce, adopted on October 9, 2024;
‣ Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR) on the electronic consignment note;
‣ Denunciation of the Convention (International Labour Organization) concerning Unemployment 1919 (No. 2).
