Why citizens are receiving fewer fiscal receipts when shopping

Saša Magazinović, an SDP delegate in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, has requested that the Council of Ministers, in line with political responsibility, become involved in resolving the issue related to the issuance of fiscal receipts, reports the Patria news agency.

- We are all witnesses that in city centers across Bosnia and Herzegovina, you can sit in cafes and shop in stores, and it is rare to receive a fiscal receipt. When you ask for one, you usually get the answer that the cash register is broken. There are some actions, but they are announced in the media, and then receipts start being issued for about 10 days, and later everything stops. We see that we are borrowing from commercial banks, but even without that, order needs to be established in this area. Those who steal 17 percent, I have not seen them giving citizens a lower price for goods. The Council of Ministers must initiate concrete activities, and I am interested in what those activities are - Magazinović emphasized.

Vjekoslav Bevanda, Minister of Finance of Bosnia and Herzegovina, stated, however, that the question is directed to the wrong address, because this problem should be resolved at the entity levels.

Magazinović believes the opposite and says that it is necessary for the Council of Ministers to get involved and, with its political strength, contribute to citizens starting to regularly receive fiscal receipts.

- I did not get the address wrong. I have enough experience to say what falls under whose jurisdiction. But, political responsibility not to turn a blind eye to this must exist in the Council of Ministers as well. Order must be established in the collection of VAT. It is a bad message from Minister Bevanda that this is the wrong address - Magazinović emphasized.

Miro Džakula, director of the Indirect Taxation Authority of Bosnia and Herzegovina, explained that the basis for revenue distribution is final consumption, but that the entity tax administrations are responsible for controlling how VAT is paid.

- The ITA is the initiator of data exchange, but this is proceeding with difficulty. Final consumption is the basis for distribution, but perhaps it would not be bad to resolve this through legislation at the state level - Džakula added.
