Why is public debt a secret in BiH too?!

Out of 106 laws that the Government of the Federation intended to put into procedure, only 33 laws were confirmed last year. The Federal Parliament did not work all summer. HDZ boycotted the work. We had the longest break in the work of the Federal Parliament. If we are to judge by the work of this Federation, we are better off not federalizing further.

Prime Minister Fadil Novalić acts more politically than executively. He cannot do anything without consulting the party leadership. One should look at his interviews in which he justifies his actions. He acts like a provincial pharmacist. With every move of the Government, he sends justifications and a prescription for application. We have received nothing from the Government so far without his alibis and political justifications. Moreover, these explanations are launched without a precise reason, so they appear as answers without questions.

Should we analyze how much Novalić's Government has done? Will someone finally say how much we have been indebted after Nikšić's mandate and where the money was spent? If we ever knew how much the foreign debt was, today you can hear three or four different figures of public debt in one day, even from members of the Government of the Federation. Therefore, the Government does not publish what it should: Public debt is public and must be accessible to every citizen. For example, when the Prime Minister determines that the Federation has reduced its public debt, should we believe him? He recently stated the amount of the repaid installment and the taken loan and simply subtracted them. Where are the precise, clear, and unmanipulated government reports on public debt? When did we last hear someone from the authorities address the public, as they do in normal countries?

We don't know at all what about the debt to the IMF and EBRD, what about the debts of public enterprises, what about the sale of bonds, and especially the borrowing from commercial banks? The historical debt of governments to commercial banks is mentioned, which has exceeded two billion KM.

Let's remember that the Government never disclosed the precise conditions of the Government's Memorandum with the IMF for a loan of one billion KM. It was the same with public debt, for which it was only announced that it had been reduced by nearly 300 million marks.

Everything seems like the recent management conference at the Clinical Center Sarajevo. It was claimed that 63 million marks were saved, and we are all waiting for the final account of that institution. Let's see how it operated and where the savings occurred. On paper and simply, not at tense conferences where neither revenue nor profit is known, nor how much the costs are.

Does this nation even have the right to public access and transparency? To public explanations of the work of the Government of the Federation, cantonal governments, and even public enterprises? What should we expect tomorrow and how should we behave if even public debt is a secret? And finally, on what evidence and facts offered by the authorities can we measure someone's responsibility, someone's successes or failures? Many will say: Much is felt in the difficult life and seen with the naked eye. Is the government so untouchable that only 30 percent of the work can be done without explanation? The question of the participation of independent, expert economists in the relationship between the authorities and the public arises again. Someone must provide this nation with serious and accurate information. For Novalić and his Government, this factual vacuum and secrecy make sense. But even those familiar with the Government's work have started to be bothered by the fact that responsibility has also become a closely guarded secret.
