Bypassed official diplomatic channels: Dodik disagrees with Inzko's report, wrote to Ban Ki-moon

President of the smaller BiH entity Milorad Dodik has once again bypassed official diplomatic channels and on his own initiative sent a letter to UN Secretary-General Ban Ki-moon, reports the news agency Patria.

As reported by RTRS, in his letter Dodik responds to the special report that the High Representative in BiH Valentin Inzko submitted to the UN Secretary-General on September 4.

-The High Representative did not provide a copy of the Special Report to the Republika Srpska, and made it public only on September 17. Republika Srpska expresses strong opposition to the Special Report, in which the High Representative "concludes" that Republika Srpska is violating the Dayton Agreement.

For reasons detailed in the Response of Republika Srpska, the High Representative has no legal authority to make such a conclusion, and his legal reasoning and the facts he presented in support of his conclusion are completely unfounded.

The alleged basis for this conclusion is the plan of Republika Srpska to hold a referendum and thus seek the opinion of citizens on the unlawful imposition of laws on Bosnia and Herzegovina, including the laws on the Court and Prosecutor's Office of BiH.

The report represents a continuation of a long-standing pattern of suppressing disagreement with the self-proclaimed authority of the High Representative to unilaterally, through decisions, impose laws, change constitutions, and punish all those who disagree with his actions.

The report states that "the measures of the High Representative in implementing the General Framework Agreement for Peace over the past 20 years must not be called into question."

In its response to the High Representative's report, Republika Srpska argues why the Security Council and other members of the international community should join Republika Srpska in rejecting the High Representative's "conclusion" and the serious errors in law and fact presented in his report.
