Law on Electric Energy in FBiH Passed Only After Individual Voting of Representatives

Representatives of the FBiH Parliament today again adopted the proposal for amendments to the Law on Electric Energy, under an urgent procedure, after this proposal previously did not receive the required number of votes at the last session of the House of Peoples of the FBiH Parliament, reports the BiH news agency Patria.

The law did not receive the required number of votes in the first vote today, but after the individual voting of the representatives, it was nevertheless passed by this house.

Ministers from SDA and HDZ BiH previously adopted a Decree, by outvoting DF ministers in the FBiH Government, which stipulates that the FBiH Government appoints the heads of companies owned by FBiH. However, this Decree was in conflict with the Law on Electric Energy, which is why DF left the ruling coalition, and the entire case ended up at the Constitutional Court of FBiH.

Before the adoption of the Decree, appointments to public companies were made by the competent federal ministries.

The ruling coalition of SDA and HDZ BiH, recently joined by SBB, is now trying to adapt the Law on Electric Energy to the Decree through amendments, so that their idea of the Government deciding on appointments of heads of public companies becomes legal, as it is not currently the case. The opposition warns that it is unacceptable to adapt a higher legal act to a lower legal act, but the ruling parties are not giving up on the Decree.

Although the Government's proposal for amendments to the Law on Electric Energy received the required number of votes in the House of Representatives at the last session, it did not pass the House of Peoples. The Government, with certain changes, sent the proposal for amendments to the Law on Electric Energy again to the House of Representatives, where it was adopted after the public voting of the representatives.

The opposition criticizes that the representatives of the ruling coalition have shown that they vote according to party orders, and not according to what could bring benefit to the citizens, writes NAP.
