For Konaković's Government, Crnkić who earned 20 million, remedied a debt of 14 million KM is negligent!

The Government of Sarajevo Canton, led by Elmedin Konaković, has requested the dismissal of Kenan Crnkić, director of the Health Insurance Institute of Sarajevo Canton, writes the Patria news agency.

It is obvious that the new government, before any economic reforms, first removes unsuitable personnel, but in a way that first their work reports are not adopted in the Assembly, and then their dismissal is requested.

However, apart from the qualification that he is being dismissed „due to failure to act in accordance with regulations and general acts of the Health Insurance Institute of Sarajevo Canton and due to negligent performance of duties,“ the ministers and Konaković did not elaborate on the exact reasons for his dismissal.

Allegedly, a position is being created again for Faris Gavrankapetanović, former director of the University Clinical Center Sarajevo and the Insurance Institute of Sarajevo Canton, whom Crnkić had succeeded.

But, unlike the Government of Sarajevo Canton, Crnkić's work can be easily seen and presented in numbers, given everything he has done as head of the Health Insurance Institute of Sarajevo Canton. However, since last month, Crnkić has been set up for dismissal. First, before the payment of salaries to healthcare workers in Sarajevo Canton, they said that salaries would be delayed, because supposedly no one can reach Crnkić by phone, as he has disappeared!?

Such stories even prompted workers to threaten a strike. But, the Government of Sarajevo Canton apparently forgot that healthcare workers in Sarajevo Canton, except for the last month, and since Crnkić became director of the Institute, have never received their salary after the 5th of the month. Previously, it was even up to the 10th of the month.

Upon assuming the position of director of the Institute, Crnkić found a business loss in the amount of 14 million KM!

Consequently, there was a complete depletion of reserve funds that the Institute is obliged to have in accordance with Article 106 of the Law on Health Insurance, and these are used to ensure liquidity, cover unexpected costs in the event of emergencies in healthcare, and thus additional security in terms of the stability of financing the healthcare system and the health of citizens!

Through a series of extremely negative trends that were reflected in a short-term liquidity problem, which jeopardized salaries and the timely financing of basic insured rights, but also a long-term solvency problem that called into question the viability of the entire system!

Through a series of expert, carefully thought-out, professional, energetic, and above all concrete measures within the Institute's competence, the Institute managed to achieve in record time:

A completely positive business result based on income and receipts in the amount of over 20 million KM and the inherited loss of 14 million KM was fully remedied!

The remaining funds were used to fill the mandatory reserve to the legally prescribed level, thereby further securing and stabilizing healthcare financing!

According to the final account, the reported net result is 13.1 million KM, and all of this was characterized by the Government as „negligent performance of duties.“

- If for Prime Minister Konaković and the others, this kind of business performance by Crnkić is unsuccessful, then I don't know what they will say about his predecessors. It is shameful that people are harassed in this way before the end of their mandate. Let them openly say that they are replacing unsuitable people, instead of lying to the people with clichés – stated our source from the Institute.

The biggest progress this Institute made was in collecting debts from the previous period. In 2014, the Institute, through specially formed teams, collected over 6 million KM in debts, many of which were considered written off. The significance of this progress is best illustrated by the fact that the average in previous years on this basis was about 300,000 KM, representing an increase of 2000%!

Also, for the first time, a progressive approach was taken to financial management, in terms of finding new sources of financing, and ad hoc and short-term time deposits of funds, on which basis important extraordinary revenues were achieved for the first time.

Thanks to control and rationalization measures, and the suppression of observed irregularities in the use of sick leave rights, Crnkić and the Institute managed to stop the growth trend of these costs, and achieve significant savings of 1.3 million KM.

More than a million days of illegal or unjustified sick leave were stopped, all with the aim of rational use of funds, so that those who truly need them can use these rights in the long term. A dual effect was achieved here, in that business entities were additionally relieved of unnecessary payments.
