RS Government Supports Introduction of Single Emergency Number 112 While Respecting Entity Constitutional Competences

(Patria) - The Government of Republika Srpska at today's session accepted the Information on the Draft Law on Amendments to the Law on Communications in the part related to the introduction of the single European emergency number "112". The RS Government supports the introduction of the European emergency number "112" while respecting the constitutional and legal competences of Republika Srpska.

The Government agrees with the Draft Law on Amendments to the Law on Communications in the part related to the introduction of the single European emergency number "112".

"The Ministry of Transport and Communications is tasked with submitting to the Ministry of Communications and Transport of Bosnia and Herzegovina an opinion on the Draft Law on Amendments to the Law on Communications in the part related to the introduction of the single European emergency number '112'. All republican institutions that, after the adoption of this law, in any way participate in the process of introducing the single European emergency number '112' from a technical, organizational and any other aspect, are tasked with ensuring the protection of the interests and competences of Republika Srpska.

The Ministry of Transport and Communications is tasked, in cooperation with the Ministry for European Integration and International Cooperation, with informing the members of the Parliamentary Assembly of Bosnia and Herzegovina and the ministers in the Council of Ministers of Bosnia and Herzegovina who come from Republika Srpska about this conclusion.

As stated in the Information, the Ministry of Communications and Transport of Bosnia and Herzegovina in this Draft Law took into account the objections that were submitted as agreed at the level of Republika Srpska in July. The Draft Law attached to the Information creates the legal precondition for the introduction of the single European emergency number '112' in Republika Srpska and Bosnia and Herzegovina, while respecting constitutional and legal competences regarding the operation of emergency services," it was announced after the session.

At today's session, the Information on the Preliminary Draft Law on Electronic Media in Bosnia and Herzegovina and the Preliminary Draft Law on Transparency of Media Ownership in Bosnia and Herzegovina was also accepted, and the Government agrees with the further participation of representatives of Republika Srpska institutions in the working group for the preparation of the Preliminary Draft Law on Electronic Media in Bosnia and Herzegovina.

The Government tasked the Ministry of Transport and Communications, in cooperation with the General Secretariat of the Government of Republika Srpska, with proposing candidates for a member and alternate member of the working group for the preparation of the Preliminary Draft Law on Transparency of Media Ownership in Bosnia and Herzegovina.

The Government of Republika Srpska requests from the representatives of the Ministry of Transport and Communications of Republika Srpska who participate in working groups for drafting regulations at the level of institutions of Bosnia and Herzegovina to take care of the protection of the constitutional competences and interests of Republika Srpska, and to adhere in their work to the Code of Conduct for appointed representatives from the RS in working bodies for drafting laws, other regulations and projects at the level of Bosnia and Herzegovina.
