
(Patria) - After three years in office for the Government of the Federation of Bosnia and Herzegovina, an analysis by Istinomjer.ba shows that only four promises from the election programs of the political parties forming the government have been fully fulfilled.
Out of a total of 496 collected promises, 27 are rated "in progress," while work has begun on the realization of 213. On the other hand, one promise has been broken, the realization of two has been halted, and for more than half of the election promises, there have been no activities aimed at their fulfillment.
The FBiH Government, formed on April 28, 2023, by SDP BiH, People and Justice (NiP), Our Party (NS), HDZ BiH, and HDZ 1990, made the most promises through SDP (227), followed by NiP (134), Our Party (84), HDZ BiH (35), and HDZ 1990 (16). Statistically, the parties focused most on the economy and social policy, where the four fully fulfilled promises were recorded, while the areas of state organization and the rule of law remained in the background.
In the third year of its mandate, in the area of social policy, NiP's promise to support the adoption of the Charter on Human Rights in Business, signed by the relevant ministry in September 2025, has been fully fulfilled.
SDP's promise to introduce a non-working Sunday through amendments to the Law on Internal Trade has also been fulfilled from before.
SDP's promise regarding the minimum wage, which has been 1,026 KM since the beginning of 2026, as well as strengthening social welfare centers (HDZ) and the system of daily service centers (Our Party), received a "in progress" rating as significant progress.

Activities have also begun on harmonizing maternity benefits, establishing the ePorodilja application, and creating a social map and a new law on social services.
However, a standstill has also been recorded in this area – the realization of SDP's promise regarding legal solutions for the sustainability of return has been halted by the withdrawal of the draft law from the procedure at the end of September 2025.
Two fully fulfilled promises in the field of economy belong to SDP BiH and relate to the adoption of the FBiH Tourism Development Strategy 2022–2027 and the introduction of a system of guarantees of origin for electricity.
The promise regarding the valorization of biodiversity due to the declaration of new protected areas has also received an "in progress" rating.
Promises regarding plans for the transition of coal regions, electronic registration of tourist stays, war tourism, and connecting airports to capital infrastructure are considered "initiated" in the third year of the mandate.

However, this area also recorded the only broken promise – that of HDZ regarding a special public company for the Southern Gas Interconnection headquartered in Mostar, because the adopted legal framework did not provide for it.
Rule of Law, Education, and Healthcare: Minimal Progress
In the area of state organization, progress is rare. NiP's promise regarding more transparent allocation of budget funds through a new information system is considered initiated.

Conversely, SDP's promise regarding citizen participation in decision-making has been rated as "halted" after the draft law on citizen initiative was withdrawn from the procedure.
When it comes to education and culture, activities on lifelong learning have been initiated, while NiP's promise of increased funding for science has been rated as "in progress."

In the area of the rule of law, work has only just begun on strengthening inspection and police capacities to combat corruption.
Healthcare has seen no significant activities in the third year of the mandate, apart from initial steps in developing spa tourism.

Istinomjer.ba concluded that after three years, the work of the FBiH Government is most visible in areas that were administratively and normatively easiest to implement, primarily in the sphere of economy and social policy.
The four fully fulfilled promises come from the SDP program (three) and NiP (one).
"However, the fact that more than half of the election promises have remained without any activity indicates that many ambitious plans from 2022 are still far from being realized," stated Istinomjer.
