FBiH Government Finally Allocates Funds for Treatment of Children with Cystic Fibrosis

(Patria) - The Government of the Federation of Bosnia and Herzegovina, at today's emergency telephone session, adopted the information from the Federal Ministry of Health on resolving issues related to ensuring therapy with biological drugs for children suffering from cystic fibrosis in the Federation of BiH and the method of financing.

In accordance with this, a Decision on the redistribution of funds from the FBiH Budget for 2023 from the allocation of the Government of the Federation of BiH to the allocation of the Federal Ministry of Health was made.

This decision reallocates the amount of two million KM to the allocation of the Federal Ministry of Health, within current transfers to other levels of government and funds - to the Health Insurance and Reinsurance Institute of FBiH.

As explained, acting on the request of the Federal Ministry of Health, and considering the fact that this is an urgent need for the procurement of drugs for cystic fibrosis and that the financial resources for the procurement of drugs were determined by the Proposal of the Decision on Amendments and Supplements to the FBiH Budget for 2023, which was withdrawn from the parliamentary procedure, the Federal Ministry of Finance, in accordance with the Law on Budgets in FBiH, proposed the adoption of this decision.

At the proposal of the Federal Ministry of Health, a Decision on Amendments and Supplements to the Decision on the Adoption of the Program for the Expenditure of Funds with Criteria for the Distribution of Funds "Current Transfers to Other Levels of Government and Funds - for the Health Insurance and Reinsurance Institute of FBiH", determined by the FBiH Budget for 2023 for this ministry, was also made.

With the supplement, the funds for ensuring the right to drugs and medical devices financed by the federal solidarity fund have been increased by two million KM, and drugs for the treatment of cystic fibrosis have been included in the program.

At the proposal of this ministry, the Decision on the List of Drugs of the Solidarity Fund of the Federation of BiH was also supplemented. With the supplement, two drugs for the treatment of patients suffering from cystic fibrosis have been added to this list within the annex "Special Program" in accordance with the criteria of the Expert Commission for Cystic Fibrosis of the Federal Ministry of Health. The explanation stated that it was necessary to include drugs for cystic fibrosis in the List of Drugs of the Federal Solidarity Fund in accordance with legal regulations.

By the first decision made today, the Health Insurance and Reinsurance Institute of FBiH is tasked with undertaking the necessary activities within its competences for the procurement of drugs for cystic fibrosis.
