
(Patria) - The 85th session of the Council of Ministers of Bosnia and Herzegovina has been scheduled for Tuesday, July 22.
Although one of the biggest political crises in BiH is ongoing, based on the published agenda, it would seem that the Council of Ministers of BiH is working at full steam. However, one should not forget that the final agenda is determined by the Collegium just before the session itself. The Council of Ministers' website has published an agenda with 94 items, but the question is how many of them will be considered at the session itself.
What draws attention are the items related to appointments. Thus, the appointment of the Deputy Director of SIPA is again on the agenda, which has been removed several times before because SNSD cadres refuse to vote. However, in the meantime, Darko Ćulum has returned to the helm of SIPA, and the Council of Ministers of BiH should certainly declare on this matter and take a position with the opinion of the BiH Attorney's Office and finally resolve Ćulum's status. The proposed deputy director is Dragan Andrić, close to HDZ. The BiH Ministry of Security, since the dismissal of Nenad Nešić, is managed by Ivica Bošnjak, the Deputy Minister of Security from HDZ.
We have heard different views from the parties of the troika. Thus, Zukan Helez, the Minister of Defense of BiH and a member of the Collegium of the Council of Ministers of BiH, emphasized that he will not vote for appointments in SIPA until a new Minister of Security of BiH is appointed. However, that procedure has not been initiated because the Chairwoman of the Council of Ministers of BiH is waiting for a "political agreement." As she said, for her, the only valid one is the one according to which SNSD is entitled to that position. After the attempt to appoint Goran Selak in early March, who withdrew from the further procedure himself, Krišto has not submitted a proposal to the procedure, so the proposal for Nebojša Vukanović is also on hold.
On the agenda is also the Proposal for a Decision on the confirmation of the appointment of the General Director of the Regulatory Agency for Communications of Bosnia and Herzegovina. This should be Draško Milinović, an SNSD cadre. His mandate expired in July 2024, and the new RAK Council continued the procedure in which Milinović was the only candidate. This would be Milinović's second term.
On the agenda is also the Report on the conducted Public Competition for the selection and appointment of the Deputy Director of the Agency for Labor and Employment of Bosnia and Herzegovina, as well as the ranking list of successful candidates for the selection and appointment of the Ombudsman for Consumer Protection of Bosnia and Herzegovina.
The Council of Ministers of BiH should give consent to the Decision on the appointment of the Director of JP NIO Službeni list Bosne i Hercegovine.
On the agenda is also a request for the appointment of members of the Management Board of the Agency for the Promotion of Foreign Investments in Bosnia and Herzegovina on behalf of the Council of Ministers of Bosnia and Herzegovina.
The Ministry of Civil Affairs of BiH has submitted a Report on the conducted Public Advertisement for the selection and appointment of the Director and two Deputy Directors of the Agency for Development of Higher Education and Quality Assurance of Bosnia and Herzegovina. According to information from Patria, the competition for the director will be repeated, while the procedure for the two deputies has been completed. The position of director belongs to Bosniaks, while the two deputies are from among Serbs and Croats.
On the agenda is also a Proposal for a Decision on the appointment of the Commission for the selection of a member of the Management Board of the Indirect Taxation Authority of Bosnia and Herzegovina from among experts.
On the agenda are also various decisions, reports of state institutions for 2024, a plan for the admission of cadets to police agencies in 2025...
