Council of Ministers of BiH did not establish the Draft Opinion on Amendments to the Law on Defense of BiH

(Patria) - The Council of Ministers of BiH, at the proposal of the Ministry of Finance and Treasury, today adopted the Decision on the Procedure for Medium-Term Planning, Monitoring, and Reporting in BiH Institutions, which ensures a planning basis for quality development management.

By adopting this decision, the planning processes in the Council of Ministers and BiH institutions are harmonized and coordinated, resources are optimally allocated, and the process of monitoring and reporting on the implementation of this decision is improved.

The new decision on the procedure for medium-term planning was prepared based on an analysis of the application of the previous decision in this area, with the aim of improving and simplifying the medium-term planning process, harmonizing it with other planning regulations, and improving the planning effects in state-level institutions.

This decision enters into force on the day following its publication in the Official Gazette of BiH, at which time the Decision on the Procedure for Medium-Term Planning, Monitoring, and Reporting in the Institutions of Bosnia and Herzegovina from 2014 ceases to be valid.

Ratification of Agreements

The Council of Ministers of BiH, at the proposal of the Ministry of Foreign Affairs, established and will submit to the Presidency of BiH the Draft Decision on the Ratification of the Financing Agreement for the Interreg VI-B IPA Adriatic-Ionian Programme (ADRION) for the period 2021-2027 between the EU, represented by the European Commission, and Bosnia and Herzegovina, represented by the Directorate for European Integration of the Council of Ministers of BiH, and the Republic of Italy, represented by the Emilia-Romagna region.

The total budget of this program is EUR 160,810,020, with a financial contribution from the European Union of EUR 136,688,515, while the remaining EUR 24,121,505 will be co-financed by the participating countries.

The program aims to promote European integration among partner countries by leveraging their rich natural, cultural, and human resources, as well as strengthening economic, social, and territorial cohesion in the Adriatic and Ionian regions.

Resolution of Investment Disputes

At the proposal of the BiH Legal Counsel's Office, a Decision was adopted to amend the Decision on the Appointment of Members of the Standing Team for Negotiations in the Procedure for Peaceful Resolution of International Investment Disputes, with the aim of ensuring the functional operation of this body, following the retirement of two of the four previously appointed members.

By amending the Decision, Ombudsman Jelena Cvijetić, on behalf of the BiH Legal Counsel's Office, and Ivona Jukić, on behalf of the BiH Ministry of Justice, have been appointed to this team. They will replace the former ombudsman Mariofil Ljubić and Nikola Sladoje from the Ministry of Justice, whose employment in these institutions ended due to retirement.

The appointment of the missing members aims to ensure timely, coordinated, and effective action in protecting the interests of Bosnia and Herzegovina in the procedure for the peaceful resolution of international investment disputes initiated against BiH.

Rulebook on Official Vehicles for RAK

The Council of Ministers of BiH gave its consent to the Draft Rulebook on the Conditions for Procurement and Method of Use of Official Vehicles for Specialized Purposes in the Communications Regulatory Agency (RAK) of BiH, in order to harmonize it with the Rulebook on the Conditions for Procurement and Method of Use of Official Vehicles in BiH Institutions.

The new rulebook stipulates that RAK BiH will have eight official vehicles for specialized purposes, as per the current rulebook, of which five are specialized monitoring vehicles with a maximum procurement value of up to BAM 300,000 and three specialized passenger/off-road vehicles with a maximum procurement value of up to BAM 120,000.

The new rulebook achieves certain budget savings compared to the current rulebook on the use of specialized official vehicles in RAK BiH, as the unit price of specialized monitoring vehicles has been reduced by BAM 550,000, while the unit price of specialized passenger/off-road vehicles has increased by BAM 30,000 to BAM 120,000.

No new official vehicles for specialized purposes are planned for procurement in the next three-year period.

Consent for Appointment

With the consent of the Council of Ministers of BiH, Lieutenant Colonel Zsolt Lauko has been appointed as the Defense, Military, and Air Attaché of Hungary in Bosnia and Herzegovina.

Amendments to the Law on Defense of BiH

The Council of Ministers of BiH did not establish the Draft Opinion of the Ministry of Defense on the Draft Law Amending the Law on Defense of Bosnia and Herzegovina, proposed by delegate Marina Pendeš of the House of Peoples of the Parliamentary Assembly of BiH.
