
(Patria) - The House of Representatives of the BiH PA, in the second reading and by shortened procedure, adopted the Bill on the Regulator, Transmission and Electricity Market in Bosnia and Herzegovina (P.Z.E.I.), proposed by the Council of Ministers of BiH. Along with this Bill, the House adopted a conclusion requesting the House of Peoples of the BiH PA to consider the Bill on the Regulator, Transmission and Electricity Market in BiH by an urgent legislative procedure.
The House of Representatives decided to consider the following bills by shortened legislative procedure: the Bill on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, proposed by representatives Darko Babalj, Branislav Borenović, Mira Pekić, Nenad Grković and Mladen Bosić; the Bill amending the Law on the Court of Bosnia and Herzegovina, proposed by representatives Darko Babalj, Branislav Borenović, Mira Pekić, Nenad Grković and Mladen Bosić; the Bill amending the Law on Salaries and Benefits in the Institutions of Bosnia and Herzegovina, proposed by representatives Nihad Omerović, Jasmin Imamović and Predrag Kojović.
The House of Representatives did not adopt the negative opinion of the Committee on Constitutional and Legal Affairs on the Bill amending the Criminal Code of Bosnia and Herzegovina, proposed by representative Nihad Omerović. The Committee on Constitutional and Legal Affairs, in accordance with the Rules of Procedure of the House, is tasked with preparing a new opinion on this Bill. The House did not adopt the negative opinion of the Committee on Constitutional and Legal Affairs on the Bill on State Property, proposed by representatives Jasmin Emrić, Šemsudin Mehmedović, Aida Baručija and Elvisa Hodžić. In accordance with the Rules of Procedure of the House, the Committee on Constitutional and Legal Affairs is tasked with preparing a new opinion on this Bill.
The House, in the first reading, adopted the Bill amending the Rules of Procedure of the House of Representatives of the BiH PA, proposed by representative Denis Zvizdić.
Conclusions proposed by the Committee on Transport and Communications of the House of Representatives of the BiH PA regarding the operations of BHRT were adopted, which state:
- The House of Representatives of the BiH PA instructs the Council of Ministers of BiH to allocate funds from the current reserves of the budget of the institutions of Bosnia and Herzegovina for the payment of BHRT's debt to Elektroprivreda Bosne i Hercegovine and "Sarajevogas" in the amount of 1,655,000 KM;
- The House of Representatives of the BiH PA requests the Council of the Communications Regulatory Agency of BiH to act on the conclusion from the 29th session of the House of Representatives, i.e., to submit the Proposal for a Decision on the amount of the RTV fee to the parliamentary procedure as soon as possible.
The House of Representatives did not designate the Joint Committee on Defence and Security of BiH as competent to consider the initiative of representative Šemsudin Mehmedović, by which the House of Representatives of the BiH PA obliges responsible officials in the State Investigation and Protection Agency to, in accordance with Article 119, point 1 of the Law on Police Officers, which clearly stipulates that a police officer's employment relationship ceases and they automatically lose their status as a police official in case of voluntary resignation, urgently issue a decision on the termination of employment for Darko Ćulum as of March 18, 2025, because he voluntarily resigned on that date, thereby terminating his employment relationship with the State Investigation and Protection Agency.
The initiative of representative Šemsudin Mehmedović, by which the House of Representatives of the BiH PA obliges the Council of Ministers of BiH to make its work fully transparent and immediately, without delay, start publishing all documents related to the sessions of the Council of Ministers of BiH on the Council of Ministers of BiH website in a timely manner (except for documents classified as "secret"), was adopted. Along with this initiative, a conclusion was adopted by which the House of Representatives of the BiH PA requests the Council of Ministers of BiH to provide the House with information on the measures taken to implement this initiative within 60 days.
The initiative of representative Nihad Omerović, which obliges the Council of Ministers of BiH to establish special counters for citizens of Bosnia and Herzegovina at passport control at airports in Bosnia and Herzegovina within 90 days from the adoption of this initiative, was also adopted.
At the proposal of the Provisional Joint Committee of both houses of the BiH PA, the House of Representatives adopted the Proposal for a unified ranking list for the election of seven candidates for members of the Management Board of the Agency for Higher Education Development and Quality Assurance. The following candidates were elected: Prof. Dr. Marko Odak, Prof. Dr. Goran Marković, Prof. Dr. Vedad Smailagić, representative of economy and practice Senada Karajbić, Prof. Dr. Vedad Pašić, student representative Nikola Lapčević, and Prof. Dr. Mladen Kustura.
The House of Representatives gave its consent for the ratification of the Agreement between the European Union, on the one hand, and Bosnia and Herzegovina, on the other hand, on the participation of Bosnia and Herzegovina in the Programme for Employment and Social Innovation (EaSI) of the European Social Fund plus (ESF+).
