Council of Ministers of BiH today on the establishment of the Office of the Chief Negotiator of BiH with the European Union

(Patria) - The Council of Ministers of Bosnia and Herzegovina at today's session will consider several decisions of exceptional importance for the country's further European path, including the Proposal for a Decision on the establishment of the Office of the Chief Negotiator of BiH with the European Union.

This office, envisaged as a temporary body of the Council of Ministers of BiH, should coordinate and lead the EU membership negotiation processes, marking BiH's entry into a new phase of institutional preparations for opening negotiations. The proposer of the decision is the Cabinet of the Chairwoman of the Council of Ministers of BiH, Borjana Krišto.

It is not yet known whether a name will be proposed or only the decision on the establishment of the office. The coalition at the state level previously reached an agreement on the appointment of the chief negotiator and two deputies who would rotate in accordance with the rotation of the positions of the Chair of the Council of Ministers of BiH and the Minister of Foreign Affairs. The chief negotiator should be from the Serbian people, given that these two positions are held by members of the Croatian and Bosniak peoples, respectively.

The agenda will also include a Proposal for a Decision on the formation of a Working Group for the preparation of a draft amendment to the Constitution of BiH and amendments to the Election Law of BiH, which is considered one of the most sensitive and politically most important steps in the reform process. The proposer is the Ministry of Justice of BiH.

The Council of Ministers of BiH will also consider the Proposal for a Report on Work for 2024, as well as a new rulebook on mandatory labeling of liquid petroleum fuels, which introduces additional quality and origin control of fuels on the market.

Ministers will also face a Proposal for a Decision on amendments to the Decision on pooling funds of the Ministry of Defense of BiH into a multi-year project for the transition and care of discharged military personnel called “Perspektiva”, as well as information on its implementation.

Also, information on the implementation of the Development and Modernization Plan of the Armed Forces of BiH 2017–2027 will be considered, along with reports on the state of migration in BiH in the first six months of 2025 and activities related to the request of the Consortium Logistika BiH.

The agenda also includes the Report on the Work of the Commission for Cooperation with NATO BiH for the period from April 2024 to July 2025, as well as information on the procedure for the election of two deputy general directors of the Directorate for Civil Aviation of BiH.
