Local Election Results Determined, Except in Jablanica, Kiseljak, Prozor-Rama, Gacko, Foca, Capljina, Konjic, and Mostar

(Patria) - The Central Election Commission (CEC) of BiH today adopted the Decision on determining and publishing the results of the 2024 Local Elections.

For the municipal councils and mayors of Jablanica, Kiseljak, and Prozor-Rama, the assemblies and mayors of Gacko and Foča, the city councils and mayors of Čapljina and Konjic, and the City Council of Mostar, the results will be determined by a supplementary decision of the CEC of BiH upon the fulfillment of the necessary conditions for determining the election results for the aforementioned levels of government.

The Decision on determining and publishing the results of the 2024 Local Elections in BiH enters into force on the day of its adoption and has been published on the CEC of BiH website www.izbori.ba, and it will be considered that it has been delivered to all participants in the election process on the day of publication.

Requests for a recount of ballots are submitted to the CEC of BiH within 72 hours from the day the CEC of BiH published the determined election results.

In accordance with Article 6.9, paragraphs (1) and (2) of the Election Law of BiH, an appeal against the Decision on determining and publishing the results of the 2024 Local Elections in BiH can be filed through the CEC of BiH to the Appellate Division of the Court of BiH within two days from the date of publication of the decision on the CEC of BiH website.

Requests for a recount of ballots, objections to published results, and appeals against the Decision on determining and publishing the results of the 2024 Local Elections in Bosnia and Herzegovina are submitted exclusively by fax to number 033/251-329, by email to [email protected], or in person at the headquarters of the CEC of BiH (Sarajevo, Danijela Ozme Street 7).

The CEC of BiH Protocol Office will also be open on the weekend, Saturday and Sunday, October 26 and 27, 2024, from 8 AM to 4 PM, and these days will be counted towards the deadlines for submitting requests for ballot recounts, objections, and appeals.

The CEC of BiH orders a recount of ballots if it determines that a violation of the Election Law of BiH has occurred and that the violation affects the allocation of mandates, or if it is determined that the number of ballots exceeds the number of voters who voted at the polling station by more than 2%.

The procedure for submitting requests for a recount of ballots is prescribed by the provisions of Article 5.30 of the Election Law of BiH.

The CEC of BiH may consider a request for a recount of ballots if the following conditions are met:

1) the request is submitted in writing and signed by an accredited observer, a group of 50 or more voters who voted at the same polling station, an independent candidate, the president of a political party or any of the presidents of political parties that formed a coalition, or a municipal election commission;

2) the request clearly states the facts justifying the recount, including the articles of the Election Law of BiH that were not respected or were violated;

3) the request specifies the approximate number of ballots believed to be invalid;

4) the request states how the violation of the law would affect the election results;

5) the request is submitted to the CEC of BiH within 72 hours from the day the CEC of BiH published the determined election results.

The CEC of BiH may also order a recount of ballots ex officio.

In accordance with Article 5.31 of the Election Law of BiH, candidates of political parties, coalitions, lists of independent candidates and independent candidates, and candidates from the list of national minority representatives appearing on the ballot for which a recount is being conducted, as well as accredited observers, may be present during the recount.
