Nikšić's initiative to regulate the status of communications and crypto protection workers in SIPA adopted

(Patria) - At the 16th session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (PSBiH), at the proposal of representatives Predrag Kojović, Damir Arnaut, Mirjana Marinković-Lepić, Aida Baručija, Saša Magazinović, Nermin Nikšić, Zukan Helez and Nada Mladina, an in-depth discussion was held on the Information of the Council of Ministers of BiH on the status of procurement of vaccines against coronavirus for the needs of citizens of Bosnia and Herzegovina.

The House of Representatives adopted the proposal of representative Nenad Stevandić to include a new agenda item in the agenda of the next session of the House of Representatives of the PSBiH, which reads: "Adoption of a conclusion by which the House of Representatives of the PSBiH requests the Director of the Agency for Medicines and Medical Devices of Bosnia and Herzegovina to apply Article 38 of the Law on Medicines and Medical Devices of Bosnia and Herzegovina when considering applications for vaccine registration against the virus".

The House adopted a conclusion requesting the Council of Ministers of BiH to provide the House with detailed information within 15 days on the decision of the Energy Community to impose sanctions on BiH, the activities undertaken by the Council of Ministers of BiH to prevent sanctions, and the plan of activities for fulfilling BiH's obligations to remove the reasons for imposing sanctions.

A conclusion was also adopted by which the House of Representatives requests the Council of Ministers of BiH to provide the House with detailed information within 15 days on the fulfillment of BiH's obligations from the agreement with the European Union (EU) on the export of chicken meat, poultry meat preparations and eggs for industrial processing, as well as on the measures taken to prevent BiH from losing export permits to the EU.

The House adopted a conclusion requesting the Council of Ministers of BiH to provide the House with detailed information within 15 days on the decision of the Federal Service for Veterinary and Phytosanitary Control of the Russian Federation to temporarily ban the import of pears from BiH, i.e., Republika Srpska, the measures taken after December 21, 2020, when BiH institutions were warned by Russian partners about the possibility of introducing restrictive measures, as well as data on the quantities of pears and apples exported in 2019 and 2020.

The House of Representatives adopted the parliamentary initiative of Predrag Kojović, Aida Baručija, Mirjana Marinković Lepić and Damir Arnaut, which reads: "The Ministry of Justice of BiH and the Ministry of Foreign Affairs of BiH are instructed to initiate the procedure of seeking, through diplomatic and other appropriate channels, information and documentation from the competent authorities of the United States of America within 10 days from the date of adoption of this initiative, whether Nikola Špirić was involved in public corruption and benefited from it, including obtaining undue benefits during the performance of public functions and obstruction of public processes during his term as a member of the House of Representatives of the PSBiH".

The parliamentary initiative of Nermin Nikšić, addressed to the Ministry of Security of BiH, to regulate the status of communications and crypto protection workers in the State Investigation and Protection Agency was also adopted.

The House did not adopt the following parliamentary initiatives:

the parliamentary initiative of Denis Bećirović "by which the House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, within 30 days from the adoption of this initiative, as the holder and coordinator of activities, agree with the entity governments on a revised document 'Socio-economic reforms in Bosnia and Herzegovina for the period 2020-2022' and the accompanying Action Plan, taking into account the economic crisis caused by the coronavirus pandemic and the necessary austerity measures in the public sector and aid measures for the economy that need to be taken in the coming period with the aim of recovering the economy of Bosnia and Herzegovina";

· the parliamentary initiative of Denis Bećirović "by which the House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, as soon as possible, and no later than ten days from the date of adoption of this initiative, adopt the Strategy for Combating Corruption in Bosnia and Herzegovina for the period 2020-2024 and the accompanying Action Plan, which is an obligation from the European Commission's Opinion on Bosnia and Herzegovina's application for EU membership and the accompanying Analytical Report";

· the parliamentary initiative of Denis Bećirović "by which the House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, within 60 days from the date of adoption of this initiative, prepare and submit to the parliamentary procedure the Bill on Market Surveillance of Bosnia and Herzegovina, in order to align it with the European Union's acquis communautaire, i.e., Regulation No. 765/2008 of the European Parliament and of the Council of 09.07.2008, which lays down requirements for accreditation and market surveillance relating to the placing of products on the market";

· the parliamentary initiative of Denis Bećirović "by which the House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, as soon as possible, and no later than 30 days from the date of adoption of this initiative, prepare and submit to the parliamentary procedure the Bill on the Regulator of Electricity and Natural Gas, Transmission and

Electricity Market in Bosnia and Herzegovina, in order to fulfill the obligations from the Third Energy Package of the Treaty establishing the Energy Community and the obligations undertaken by the Analytical Report of the European Commission from the European Commission's Opinion on Bosnia and Herzegovina's application for EU membership";

· the parliamentary initiative of Denis Bećirović "by which the House of Representatives of the PSBiH instructs the Ministry of Foreign Trade and Economic Relations of BiH to, within 60 days from the date of adoption of this initiative, draft and submit to the Council of Ministers of BiH for adoption the first Draft Integrated Energy and Climate Plan of Bosnia and Herzegovina (NECP), which is an obligation of this ministry from the Action Plan of the Council of Ministers of Bosnia and Herzegovina for the implementation of priorities from the Analytical Report of the European Commission";

· the parliamentary initiative of Denis Bećirović "by which the House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, within 60 days from the date of adoption of this initiative, adopt the Decision on the adoption of the Strategic Document for Youth at the level of Bosnia and Herzegovina, in order to enable the withdrawal of funds from IPA funds in the field of youth, and in this regard, the Ministry of Civil Affairs of BiH is instructed to undertake all necessary activities to put the Commission for Coordination of Youth Issues in Bosnia and Herzegovina into operation as soon as possible, and no later than 30 days from the date of adoption of this initiative";

· the parliamentary initiative of Šemsudin Mehmedović, which reads: "I am initiating the procedure for the PSBiH to re-initiate the procedure for public advertising, submission, selection and adoption of the text of the anthem of Bosnia and Herzegovina, and to finally resolve this simple but very important issue to the satisfaction of all citizens of Bosnia and Herzegovina";

· the parliamentary initiative of Predrag Kojović, Aida Baručija, Mirjana Marinković Lepić and Damir Arnaut "by which the Council of Ministers and the competent Ministry of Communications and Transport of BiH are instructed to submit within 30 days a Bill amending the Law on Communications, which will introduce the single European emergency number 112, which is one of the important elements of an effective protection and rescue system";

· the parliamentary initiative of Predrag Kojović, Aida Baručija, Mirjana Marinković Lepić and Damir Arnaut "which requests the Council of Ministers of BiH to allocate funds for assistance to victims of the earthquake in the Republic of Croatia, in the minimum amount of KM 300,000";

· the parliamentary initiative of Predrag Kojović, Aida Baručija, Mirjana Marinković Lepić and Damir Arnaut "which requests the Council of Ministers of BiH to allocate funds for the construction of a new building for the Bihać Health Center in the minimum amount of KM 2,000,000.00";

· the parliamentary initiative of Predrag Kojović, Aida Baručija, Mirjana Marinković Lepić and Damir Arnaut "by which the House of Representatives of the PSBiH obliges

the Ministry of Civil Affairs of BiH to provide KM 100,000 from the planned funds for sports to the Handball Federation of BiH during 2021, for the needs of 2021, for the purpose of preparation and international representation, of which KM 70,000 will be for future women's handball selections of BiH and KM 30,000 for women's handball clubs for international match expenses, within the framework of EHF competitions".

The House of Representatives did not adopt the information on the situation in the area of migration in Bosnia and Herzegovina for August 2020, submitted by the Ministry of Security of BiH.

Along with this Information, the House adopted a conclusion instructing the Council of Ministers of BiH to submit monthly information on the situation in the area of migration to the House of Representatives.

However, regarding the discussion of this Information, the House did not adopt the proposed conclusions of representative Jasmin Emrić, which state:

– "The House of Representatives of the PSBiH requests that the Council of Ministers of BiH urgently, at its next session, repeal the conclusion adopted at an extraordinary telephone session on 31.12.2020, which explicitly calls on the authorities of the Una-Sana Canton and the City of Bihać to respect the aforementioned valid decision and to proceed without delay with the reception and accommodation of a certain number of migrants at the Bira location",

– "The House of Representatives of the PSBiH instructs the Council of Ministers of BiH to urgently, at its next session, amend the Decision on determining temporary reception centers for the accommodation of migrants, in such a way that the location of the former 'Bira' factory in Bihać is deleted from Article 1, and point a) is deleted from Article 2, i.e., that the aforementioned temporary reception center is closed immediately",

– "The House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, within 90 days, undertake all activities, procedures and actions for the closure of the temporary reception center at the location of the former 'Miral' factory in Velika Kladuša, and to amend the Decision on determining temporary reception centers for the accommodation of migrants, in such a way that the location of the former 'Miral' factory in Velika Kladuša is deleted from Article 1, as well as point c) from Article 2, i.e., that the aforementioned temporary reception center is closed within the given deadline".

The House of Representatives adopted the Performance Audit Report on the topic: "Digitalization of TV signals in BiH", submitted by the Office for Audit of Institutions of BiH. Along with this Report, the House of Representatives adopted a conclusion requesting the Ministry of Communications and Transport of BiH to report to the House of Representatives within three months on the planned and undertaken activities for the implementation of the recommendations from the Report, and to inform the Office for Audit of Institutions of BiH about the undertaken activities. A conclusion was also adopted by which the Council of Ministers of BiH is instructed to ensure independent supervision and to regularly report to the House on the implementation of digitalization activities.

The House also adopted the Performance Audit Report on the topic: "Planning and implementation of training for employees in BiH institutions", submitted by the Office for Audit of

Institutions of BiH. Along with this Information, the House adopted a conclusion by which the Ministry of Finance and Treasury of BiH is instructed to increase the level of control over information on the purpose for which funds are intended in the process of preparing and approving the budget for training employees in BiH institutions, in order to determine the justification of the requested funds.

The House did not adopt the Information from the Export-Credit Agency of BiH on the current situation in that Agency, caused by the blocking of the main transaction account.

The House of Representatives adopted the Proposal of the Decision on the Council of National Minorities of BiH, proposed by the Joint Committee for Human Rights of the PSBiH.

The House of Representatives of the PSBiH elected Ante Boras as the Deputy Director of the Personal Data Protection Agency in Bosnia and Herzegovina.

The House of Representatives appointed the following members to the Independent Board of the PSBiH, as an independent body of the police structure of BiH:

The House of Representatives appointed the following members to the Committee on Citizens' Complaints of the PSBiH, as an independent body of the police structure of BiH:

4. Hana Korać

5. Tihomir Marinčić

6. Miroslav Janjić

7. Merima Šenderović.

Representatives Darijana Filipović, Alma Čolo and Dragan Bogdanić were appointed from the House of Representatives to the Temporary Joint Committee of both Houses of the PSBiH for

the procedure of appointing members of the Independent Commission for Monitoring the Conditions of Stay in Institutions, Treatment and Respect for Human Rights of Persons Serving Sentences and Other Measures Imposed by the Court of Bosnia and Herzegovina, Foreign Courts for Offenses Provided for by the Criminal Code of Bosnia and Herzegovina or an international treaty to which Bosnia and Herzegovina is a signatory or another court in accordance with the law of Bosnia and Herzegovina.

The House of Representatives did not appoint new members of the Supervisory Board of the Public Radio-Television Service of BiH from the Bosniak, Croat and Serb peoples.

The House of Representatives of the PSBiH gave consent for the ratification of the Financing Agreement for the State Program of Activities for 2019 between the EU, represented by the European Commission, and Bosnia and Herzegovina, represented by the Directorate for European Integration of the Council of Ministers of Bosnia and Herzegovina
