Set of conclusions adopted on fulfilling FBiH obligations from the Energy Community Treaty

SARAJEVO, (Patria) - The thematic session on fulfilling Bosnia and Herzegovina's obligations from the Treaty establishing the Energy Community – implementation status in the Federation of BiH concluded with the adoption of a set of 12 conclusions. 

61 representatives voted for the conclusions, while two representatives abstained.

The House of Representatives supports the adoption of the State Law on the Regulator of Electricity and Natural Gas, Transmission and Market of Electricity in BiH.

One of the conclusions states: “Aware of the demands facing BiH in terms of the need and urgency of adopting legislation at the state level in line with the Third Energy Package in the field of energy and gas, the House of Representatives of the FBiH requests the Council of Ministers of BiH and competent state and entity ministries, including state institutions (DERK and NOS) related to the adoption of the legislative framework for electricity and gas at the state level, to take the necessary steps to reconcile the evident differences and adopt this law as soon as possible, all within the framework of the assistance and organization offered by the EU Delegation in BiH and USAID”.

Also, the representatives voted for a conclusion on the adoption/harmonization of state and entity regulations.

Simultaneously, harmonize and adopt the Law on Electricity in BiH with the provisions of the State Law on the Regulator of Electricity and Natural Gas, Transmission and Market of Electricity in BiH after its adoption in order to incorporate the provisions of the Third Energy Package, is one of the conclusions. 

The representatives also supported a conclusion calling for simultaneous work on drafting and adopting the Law on Gas of FBiH, which will be harmonized with the state law on the Regulator of Electricity and Natural Gas, Transmission and Market of Electricity in BiH after its adoption and harmonized with the amended Law on Gas of Republika Srpska.

The conclusion also requested urgent consideration and approval of the document Program for the Restructuring of the Power Sector in the Federation of BiH and, subsequently, the implementation of the activities planned by the Program, harmonized with the activities of Republika Srpska, in accordance with the Third Energy Package.

One of the conclusions envisages amendments to the Law on Renewable Energy Sources and Efficient Cogeneration.

In order to improve energy efficiency, the conclusion requested the harmonization of entity laws on energy efficiency. 

The session then concluded, and the next thematic session of the House of Representatives will be held on January 28 on healthcare.
