Ilidža Municipality Budget Rebalance Adopted

(Patria) - The 23rd regular session of the Municipal Council was held in the multifunctional hall of the Ilidža Municipality.

The budget rebalance for 2023 was adopted, followed by the adoption of the Proposal of the report on the execution of the Ilidža Municipality budget for the period 1. 1. - 30. 6. 2023, as well as the Financial report for the same period.

As the fourth item on the agenda, councilors considered the Annual Report on the Operations of the Public Enterprise Ilidža for 2022, which includes the financial report, the independent auditor's report, the Audit Committee's opinion on the annual report, the report on the work of the Company's Assembly, the report on the work of the Supervisory Board, the report on the work of the Audit Committee, the Decision on profit distribution for 2022, and the opinions of the competent services, after which it was unanimously adopted.

Nermin Muzur, the Mayor of Ilidža Municipality, emphasized that the construction of a modern building for JP Ilidža will follow in the coming period, and that the administration, service, and all other necessary facilities for mechanization will be located in one place.

- I extend my sincere congratulations and thanks to JP Ilidža for everything they have done so far, and I can freely say that they are the best part of Ilidža Municipality. This company is getting stronger and better, and in the coming period, through the adopted systematization, we will continue to increase its capacities, as well as procure material and technical resources - said Mayor Muzur, adding:

- Without any false modesty, if we are not the best public enterprise in the Sarajevo Canton now, then we certainly will be in a very short period of time.

Also, the Decision on the adoption of amendments and additions to the Regulatory Plan "Blažujski drum" and the Decision on the implementation of amendments and additions to the Regulatory Plan "Blažujski drum" were adopted, as well as the Decision on commencing the preparation of amendments and additions to the Regulatory Plan "Banjsko - rekreativnog kompleksa Ilidža".

Councilors unanimously adopted the ninth item on the agenda, which relates to the Decision on commencing the preparation of amendments and additions to the Regulatory Plan "Hrasnica".

The Decision on determining the public interest for the construction of medium-voltage cable connections (transition of the electricity distribution network to 20 kV) at the Gladno polje site, based on the proposal of JP Elektroprivreda BiH DD. The Solution on the appointment of the Commission for public inspection of survey data and cadastral classification of land in the cadastral municipality of Osijek, as well as the Solutions on the appointment of the Commission for public inspection of survey data and cadastral classification of land in the cadastral municipality of Blažuj, also received the support of the Municipal Council.

The Decision on amendments to the decision on construction land in the Ilidža municipality was considered and adopted.

Information on the realization and status of the re-survey project in the Ilidža municipality was provided to the councilors as informational material.

Sead Hadžić, Assistant Director of the Federal Administration for Geodetic and Property-Legal Affairs, emphasized that at the beginning of September, the database was put into official use for the cadastral municipality of Vlakovo.

- The Federal Administration, Ilidža Municipality, and the Land Registry Office of the Municipal Court in Sarajevo have initiated the harmonization procedure for establishing a replacement land registry based on cadastral data. Application forms are being prepared, and 54% of the application forms have been completed.

It is expected that the application forms will be completed in the coming period, and that the Cadastre Department will review them and submit them to the Competent Land Registry Office.

After that, the land registry phase will follow, where the local population will be informed to seek their rights, in terms of proof of ownership registration in the land registry. This process takes seven to eight months - said Sead Hadžić.

Hadžić emphasized that the plan is to complete the establishment of the land registry by the summer of next year.

- Upon completion of the land registry establishment, owners will be transferred to the cadastral database, and the real estate cadastre for the cadastral municipality of Vlakovo will be declared.

The advantage of this will be the reduced workload for the ownership change implementation service, as the cadastral and land registry databases will be linked, thus saving a lot of time - stated the Assistant Director of the Federal Administration for Geodetic and Property-Legal Affairs, Sead Hadžić.

At the end of the session, councilors' questions and initiatives followed.
