Sarajevo City Budget for 2025 Adopted at 22.5 Million KM

(Patria) - The City Council of Sarajevo, at its 48th session held today, chaired by the President of the City Council Jasmin Ademović, was informed by an official notice from the Mandate-Immunity Committee about the termination of the mandate of City Council member Adi Škaljić.

Furthermore, through information from the Mandate-Immunity Committee, the City Council was officially informed about the awarding of the mandate to City Council member Vernes Ćosić, who, by taking the solemn oath, assumed the duties and acquired the rights and obligations of a city council member.

The work of the 48th session of the City Council began with the adoption of the Work Program of the City Council of Sarajevo for 2025, thereby establishing the framework for work in the following year and for the City Council that will be constituted at the beginning of next year.

In the continuation of the session, the City Council members unanimously adopted the Budget of the City of Sarajevo for 2025 in the amount of 22,576,843 KM, as proposed and supplemented by the solutions from the adopted amendments.

The adopted Budget will, among other things, enable the continuation of the implementation of initiated and the commencement of new projects of significance for the city of Sarajevo, from which, among other things, the following projects will be financed: reconstruction, restoration, and color treatment of facades in the city of Sarajevo; renovation projects for preschool and school facilities and infrastructure - Kolibri kindergarten, Agan Bostandžić kindergarten, and the renovation of children's playgrounds; as well as other projects for the development of the city.

On the occasion of considering the amendments submitted to the Budget of the City of Sarajevo for 2025, at the proposal of the Our Party Councilors' Club, a conclusion was also adopted by which the City Council requests that the project for the reconstruction of Bistrik Tower be harmonized with the Feasibility Study of Socio-Economic Justification for the Renovation of the Trebević Astronomical Observatory.

The Decision on the Execution of the Budget of the City of Sarajevo for 2025 was also adopted, as proposed and supplemented by the solutions from the adopted amendment submitted by Mayor Puharić.

The City Council members adopted the Decision on Amending the Code of Ethics for Elected and Appointed Officials of the City of Sarajevo.

In the continuation of the session, the Decision on the amount of the monetary value of the "April 6th Award of the City of Sarajevo" in 2025 was also adopted.

Following the public discussion, at today's session, the Program of International Cooperation of the City of Sarajevo, and the Program for the Erection of Monuments and Art Sculptures of Significance for the City of Sarajevo for which the City of Sarajevo is the investor for 2025 were adopted.

The City Council adopted a new Decision on the Conditions and Procedure for Accepting Patronage of the City of Sarajevo, which, in accordance with the Guidelines on Minimum Standards for Allocating Budget Funds through Transfers and Subsidies in the Federation of BiH, adopted by the Federal Ministry of Finance, has been corrected in the part relating to the application procedure and decision-making procedure, i.e., the assessment of the justification of the submitted proposal, and henceforth, patronage requiring financial resources will be realized through public calls.



In accordance with the Guidelines, the Decision on Amendments to the Decision on the Conditions and Manner of Acquiring the Status of Associations and Foundations of Special Importance for the City of Sarajevo was also adopted. The amendments and additions, among other things, stipulate that the amount of financial resources from the budget of the City of Sarajevo with which an association or foundation will be financed on an annual basis will be awarded through a public call, in accordance with applicable regulations.

The City Council members adopted the Decision on Gifting and Approving the Gift Agreement for a lighting structure to the Public Enterprise "Olympic Pool Otoka" Ltd. Sarajevo.

The Decision on Adopting the Action Plan Sarajevo - UNESCO City of Film 2024-2027 was also adopted.

The City Council members adopted the Decision on Approving the Rulebook on Amending the Rulebook on Internal Organization of the Legal Protection Office of the City of Sarajevo.

The City Council of Sarajevo gave its consent to the Mayor of Sarajevo to initiate the necessary activities and negotiations with the Government of the Federation of BiH and the Service for Joint Affairs of the Bodies and Institutions of the Federation of BiH for the termination of the concluded contracts regarding the use of the Bijela Tabija and Jajce Barracks facilities, all in order to consider the possibility of handing over the aforementioned facilities for management to the Municipality of Stari Grad Sarajevo.

Subsequently, the Decision on Approving the Extension of the Lease Agreement for a part of the ground floor of the Bistrik Railway Station building and authorizing the Mayor to sign it was adopted.

At today's session, decisions were also adopted to repeal the decisions on determining and the method of co-financing cultural and sports events of special interest to the City of Sarajevo, based on the City of Sarajevo's commitment to achieving greater transparency, purposeful, efficient, and lawful spending and disposal of budget funds, all in accordance with the Guidelines on Minimum Standards for Allocating Budget Funds through Transfers and Subsidies in the Federation of Bosnia and Herzegovina.

Then, the Decision on Amending and Supplementing the Decision on Accepting the Patronage of the 2nd Sarajevo Light Festival was adopted, and the Festival will be held at the Square of the Children of Sarajevo and Veliki Park in Ilidža, from December 15, 2024, to March 1, 2025, instead of at the National Museum of BiH.

The Report on the State of Civil Service in the City of Sarajevo was reviewed and adopted.
Information on the activities of the Sarajevo Information Center in 2024, Information on projects financed from international and local funds, and Information on the implementation of the City of Sarajevo's Plan for Prevention and Reduction of Food Waste and Food Loss 2023-2026 were acknowledged.

Through the information, city council members and the public were informed in detail about the projects realized in 2024 and projects whose realization continues in 2025. This information was also acknowledged.

At the end of the session, certain initiatives were submitted.
