Constitutional and Legal Commission finally meets: Annual Report of the HJPC rejected

The Constitutional and Legal Commission of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina adopted the amendments and the Proposal for the Law on Amendments to the Criminal Code and the Proposal for the Law on Amendments to the Election Law.

After the commission's session could not be held four times, the amendments to these laws have now been adopted and will be presented to the deputies of the House of Representatives on Wednesday.

The first time, the SDS left the session, while the other three times there was no quorum. Members of the Constitutional and Legal Commission from the HDZ and the Alliance for Change voted against the amendments to the mentioned laws. The Proposal for the Law on Amendments to the Election Law of Bosnia and Herzegovina stipulates a ban on candidacy in elections for those convicted of war crimes, while the Proposal for the Law on Amendments to the Criminal Code of Bosnia and Herzegovina stipulates a ban on the denial of genocide.

Compliance with the Constitution of Bosnia and Herzegovina and the legal system of Bosnia and Herzegovina was established, and the principles of the Proposal for the Law on Amendments to the Criminal Code of Bosnia and Herzegovina, proposed by representative Denis Bećirović, were supported.

The Commission did not take note of the Annual Report of the High Judicial and Prosecutorial Council (HJPC) of Bosnia and Herzegovina. A conclusion was adopted by which the Constitutional and Legal Commission requests the Collegium of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina to ensure the presence of the President of the HJPC of Bosnia and Herzegovina at the session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina where the discussion on the Annual Report of the HJPC of Bosnia and Herzegovina will be held. Milan Tegeltija will apparently have to appear before the deputies of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina on September 20.

The Commission established compliance with the Constitution of Bosnia and Herzegovina and the legal system of Bosnia and Herzegovina and supported the principles of the Proposal for the Law on Amendments to the Criminal Code of Bosnia and Herzegovina, proposed by representative Aleksandra Pandurević.

The Commission did not adopt the proposed conclusion regarding the Request of the Constitutional Court of Bosnia and Herzegovina for a response to the allegations from the Request for the assessment of the constitutionality of the provisions of Article 3.15 of the Election Law of Bosnia and Herzegovina, submitted by a quarter of the deputies from the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina.
