Constitutional Court of BiH on the composition of the House of Peoples of the FBiH Parliament

SARAJEVO, (Patria) - The Constitutional Court of BiH will consider at today's session the request of 27 MPs of the SDA in the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina for the constitutionality of the Instruction on amendments to the Instruction on the procedure for implementing indirect elections for bodies of authority in Bosnia and Herzegovina covered by the Election Law of Bosnia and Herzegovina, adopted by the Central Election Commission of BiH on December 18.

This concerns the method of filling the House of Peoples of the FBiH Parliament, and according to the adopted Instruction, the 2013 census is used, following the 1-1-1 model, meaning that at least one Bosniak, one Serb, and one Croat will be elected from each canton to the House of Peoples of the FBiH Parliament, if they are elected.

Thus, from Una-Sana Canton, six delegates are elected (two Bosniaks, one Croat, two Serbs, and one Other). From Posavina Canton, one delegate from each of the three constituent peoples. From Tuzla Canton, eight delegates (three Bosniaks, one Croat, two Serbs, and two Others). From Zenica-Doboj Canton, six delegates were elected (three Bosniaks, one Croat, one Serb, and one Other). From Bos Podrinje Canton, one delegate from each of the three constituent peoples is elected. From Central Bosnia Canton, six delegates (one Bosniak, one Serb, and one Other each, and three Croats). From Herzegovina-Neretva Canton, one Bosniak, three Croats, and two Serbs are elected. West Herzegovina Canton provides one Serb and one Bosniak each, and three Croats. From Sarajevo Canton, nine delegates are elected (three Bosniaks, one Croat, three Serbs, and two Others). From Canton 10, six delegates are elected (three Serbs, two Croats, and one Bosniak).

As announced by the CEC, two cantons have not submitted candidate lists for the House of Peoples at all, and these are Canton 10 and SBK.

Delegates have already been elected from Tuzla, West Herzegovina, and Una-Sana Cantons. The KS Assembly will elect delegates to the House of Peoples of the FBiH Parliament today.
