FBiH Government Office Confirms: Dragan Lukač's Appointment Was Illegal!

The Office of the Government of the Federation of Bosnia and Herzegovina for Legislation and European Union Standards Compliance has confirmed that the tender procedure for the election of the Director of the Federal Police Administration was conducted outside of the law, meaning that a tender should have been announced under the new Law on Internal Affairs, the Patria News Agency has learned.

This was also confirmed to NAP by Midhat Karović, President of the FBiH Security Commission, who stated that he informed all members of the Commission about this decision today.

- The Independent Oversight Board of the FBiH will have to act on this. I am now leaving the entire matter to the judicial authorities of this country, and someone will have to answer for it. After all, Dragan Lukač met all the conditions for retirement long ago, and let someone investigate who concealed this and why. We suggested this in a timely manner as a parliamentary body and did everything we could. We had a unanimous decision from the FBiH Government, so I don't know what else was disputed. I would now ask the Independent Oversight Board how they interpret this – Karović said.

We remind you that the Independent Oversight Board of the FBiH, headed by Sead Selman, proposed Dragan Lukač twice for the position of Director of the Federal Police Administration, even though he was obliged several years ago to initiate his dismissal due to proven criminal activity and serious breaches of official duty.

However, Selman, who is Lukač's subordinate and indebted to him because Lukač saved him from criminal responsibility for stolen official vehicles, traffic accidents he caused while driving drunk, and finally rewarded him by appointing him head of forensics at the FUP, disregarded all the omissions Lukač made even before he was first appointed director.

Selman did not meet the conditions to be a member of the Independent Oversight Board when he was appointed, as he is a chemist, and the Law on Internal Affairs clearly stipulates that only a prominent expert in the fields of legal, social, criminalistic sciences, human rights, or other related areas can be a member of the NO.

However, Selman, known as a subordinate, was pushed into the Independent Oversight Board outside the law, and continued to work in that manner, directly following Lukač's orders.

Thus, he knowingly concealed that Lukač was criminally prosecuted and convicted in Orašje for taking money from parents searching for the remains of their murdered son.

Furthermore, the FBiH Auditor General's Office determined that Lukač had been illegally receiving budget funds for years for living expenses away from home, based on which SIPA also launched an investigation.

In addition, Lukač crashed an official vehicle while driving drunk, and was never held accountable by the FUP Disciplinary Commission, just as Selman, against whom he halted an internal investigation, was not.

Selman, of course, also concealed that after December 7, 2014, when his term as FUP Director expired, Lukač, in accordance with the Law on Internal Affairs of the FBiH, should have been assigned within the FMUP or SIPA, from where he came to the FUP, and only then take annual leave or sick leave.

He also concealed that Lukač misused an official vehicle and driver for Christmas and New Year's holidays.

The numerous scandals involving Lukač were not enough for Selman to raise the issue of his responsibility or dismissal all these years.

And finally, why did the Independent Oversight Board (five members, two were always abstaining, namely true professionals and legalists Božo Bagarić and Enver Ćosićkić) appoint Lukač, knowing that he would meet the retirement conditions in less than six months?

There is only one logical answer – Aljoša Čampara is extremely keen for Lukač to remain at the head of the FUP until May, when the SDA Congress is held, in order to eliminate all those who oppose Bakir Izetbegović's election as president through fabricated criminal charges. It is also known that Izetbegović exerted pressure on Prime Minister Nermin Nikšić for the Government to appoint Lukač as Director of the FUP.
