Borjana Krišto's Office: Nikšić blocked further budget process at the level of BiH institutions

(Patria) - The Global Framework of Fiscal Balance and Policies (GFO) for the period 2026-2028 was discussed at a telephone session of the Fiscal Council in BiH held today.

Given that the deadline for response has expired and a quorum for decision-making was not ensured at the session, in accordance with the valid provisions of the Rules of Procedure of the Fiscal Council in BiH, the mentioned document was not adopted.

The Council of Ministers of BiH reminds that in the previous period, all available steps and attempts to convene and hold sessions of the Fiscal Council were undertaken on several occasions, with the aim of fulfilling all necessary prerequisites for the timely adoption of both entity budgets and the budgets of institutions of Bosnia and Herzegovina, in accordance with legal regulations.

"Despite this, the entities continued with the procedures for adopting entity budgets even without a previously established GFO, while at the same time, by not responding to the proposed document within the foreseen deadline, the Prime Minister of FBiH Nermin Nikšić directly prevented the Fiscal Council from making a decision, thereby blocking the further budget process at the level of BiH institutions.

We emphasize that such a procedure has direct and serious consequences for the functioning of institutions at the BiH level, as the non-adoption of the Global Framework of Fiscal Balance and Policies prevents the adoption of the budget of BiH institutions, while at the same time, budget processes are proceeding unimpeded at the entity level.

This further deepens institutional and fiscal asymmetry and jeopardizes the proper functioning of BiH institutions.

We remind that the adoption of budget and fiscal documents within legal deadlines is of key importance for the regular functioning of institutions, the execution of legally prescribed obligations, as well as the preservation of fiscal and overall economic stability in BiH," it was stated in the press release from the Office of the Chairperson of the Council of Ministers of BiH Borjana Krišto.
