KCUS Management Board: Minister Rimac Exceeded His Authority

(Patria) - At its 6th regular session, held on February 27, 2024, the Provisional Management Board of KCUS considered the information from the Federal Ministry of Health, which denied consent for the appointment of Prof. Dr. Ismet Gavrankapetanović as the General Director of the Clinical Center of the University of Sarajevo.

The Provisional Management Board stands by its position that, based on a legally conducted competition by a special commission, whose work report was adopted by the Provisional Management Board, a fair and legal decision was made by which the top-ranked candidate, Prof. Dr. Ismet Gavrankapetanović, was proposed as the director of the largest healthcare institution in BiH.

The Provisional Management Board considered the submitted documents from the Faculty of Economics in Sarajevo and the Ministry of Science, Higher Education and Youth, and concluded from them that the proposed candidate meets all the conditions of the public competition.

The Provisional Management Board notes that the Federal Minister of Health, by denying consent, exceeded the scope of his authority, made a perfunctory interpretation of regulations on higher education which are not within the jurisdiction of the Federal Ministry of Health, and failed to provide instructions on legal remedies, thereby preventing a review of the adopted act and denying the protection of the candidate's rights.

Bearing in mind the foregoing, the Provisional Management Board will undertake all legally permissible activities to protect the integrity of KCUS, as well as the dignity of all members of the Provisional Management Board.

At the same time, the Provisional Management Board is undertaking all activities to ensure the smooth operation and functioning of KCUS, and to refocus on the healthcare of citizens.
