Fees for work in management and supervisory boards and commissions during working hours abolished

The Council of Ministers of BiH, by a majority of votes, adopted the Bill on Amendments to the Law on Salaries and Fees in Institutions of Bosnia and Herzegovina, which is one of the key laws in the implementation of the Salary and Fee Policy in BiH institutions for the period 2015-2018, and for achieving further savings and strengthening financial discipline in BiH institutions, reports the Patria News Agency.

The amendments to the Law abolish the fee for work in management boards, supervisory and other working bodies performed during working hours for all members employed in institutions financed from the budgets of BiH, entities, Brčko District of BiH and cantons, excluding higher education institutions.  

The amendments to the Law on Salaries and Fees in BiH institutions, among other things, uniformly regulate police allowances for police officers employed in BiH security agencies, allowances for demining work, as well as flight and other allowances for job positions that are entitled to these based on special working conditions. At the same time, all employees in BiH institutions are equalized in terms of the amount of compensation during sick leave and maternity leave, regardless of their place of residence.

The period during which elected officials and appointed officials are entitled to compensation for the extension of their employment status after the termination of public office has been shortened from 12 to a maximum of six months. It is specified that in the future, members of the Presidency of BiH, deputies and delegates in the Parliamentary Assembly of BiH, the Chairperson and Deputy Chairpersons of the Council of Ministers, and state ministers and their deputies will have this right.

A significant novelty is the introduction of supervision over the implementation of the Law on Salaries and Fees in BiH institutions and the prescription of fines in the amount of 5,000.00 to 20,000.00 KM for heads of institutions and budget users if they commit offenses, i.e., violate the Law on Salaries and Fees.

The Ministry of Finance and Treasury will submit the Bill to the Parliamentary Assembly of BiH for consideration under the basic legislative procedure, it was announced from the Council of Ministers of BiH.
