„It is known that the Constitution of the Federation of Bosnia and Herzegovina assigns exclusive competence to the cantons in implementing education policy. Cantonal ministries of education adopt laws and by-laws, give approvals for each educational institution and its work, supervise the implementation of regulations in the field of education and the entire educational process.
