Law to return two million marks to citizens per mandate in procedure

SARAJEVO, (Patria) - Ahead of the session of the House of Representatives of the BiH PA, sessions of the Committees of the House of Representatives of the BiH PA are being held tomorrow. Among them is the Constitutional-Legal Committee of the House of Representatives of the BiH PA, where representatives should determine the constitutional basis for a number of proposed laws that will be on the agenda of the House of Representatives session. Thus, the Bill on Amendments to the Law on Salaries and Allowances in BiH Institutions will also be considered.

This is a proposal by Mirjana Marinković-Lepić, a representative of Our Party, and the goal is to introduce parliamentary allowances, including lump-sum payments, within the framework of the law.

Marinković-Lepić explained what will be achieved if her proposal is adopted.

"Most concretely, the budget and spending for the benefit of citizens will increase by two million marks in one mandate period. These funds do not currently go to citizens, but are distributed to parliamentarians in the form of various allowances, many of which are not regulated by law at all," she stated.

As many as eighteen articles of the disputed Law deal with the regulation of allowances.

"However, even that was not enough for the legislator, so it left the possibility for the Joint Committee for Administrative Affairs of the BiH PA to regulate allowances not covered by the Law. These types of allowances include lump-sum payments. With the amendments to the law that I am proposing, this competence of the Committee would be abolished, and consequently, the allowances it regulates, and two million marks, which are paid to representatives as lump-sum payments, would be returned to the citizens," states Marinković-Lepić.
