
(Patria) - The BiH Ministry of Security, headed by Deputy Minister of Security Ivica Bošnjak (HDZ BiH), will forward a list of members of the Appeals Committee for Police Officers to the Council of Ministers of BiH. The mandate of the current composition expires at the end of this year.
Four members are appointed from three state police agencies, and three members from the Ministry of Security, the Ministry of Justice, and the Ministry of Civil Affairs of BiH. Of the seven members, five must be lawyers, meaning four police officers and three civil servants.
Although in the previous two mandates, the BiH Border Police (2017-2021) and SIPA (2021-2025) each had two members on the Committee, and this time the Directorate for the Coordination of Police Bodies should have had priority, this did not happen. Namely, two Bosniaks were proposed from the DKPT, but neither is a lawyer, which is why Deputy Minister Bošnjak decided to give priority to the BiH Border Police, whose director Mirko Kuprešaković is close to HDZ.
Deputy Minister of Security Ivica Bošnjak nominated one police officer from the DKPT, and the BiH Border Police will have two members in this composition again.
According to Patria's information, out of the seven members of the Committee, three are Bosniaks, and four are from the ranks of Serbs and Croats. The same was the case in the current composition and in the 2017-2021 mandate.
The BiH Ministry of Civil Affairs proposed lawyer Ada Hasečić, the Ministry of Justice proposed Boris Jukić, Ljubiša Pandurević was chosen from SIPA, and this will be his third term on the Committee. Both proposed candidates from the Serb and Croat ethnic groups will join the BiH Border Police, while the BiH Ministry of Security proposed Ermin Pešta, who is expected to be the president of the Appeals Committee for Police Officers.
This Committee has a very important role because it is responsible for making decisions on appeals filed by police officers against decisions made by BiH police bodies regarding the status of a police officer or in cases of failure by a police body to make a decision regarding the status of a police officer, such as promotions, disciplinary proceedings...
The Appeals Committee for Police Officers decides on an appeal within 30 days of receiving the appeal, except for an appeal against a suspension decision, which it decides on within three days.
The decisions of the Appeals Committee for Police Officers are final and must be executed without delay, although they may be subject to judicial review in accordance with the laws of Bosnia and Herzegovina, and are delivered within eight days of their adoption.
