New Declaration on Pelješac Bridge Adopted in the House of Peoples!

Delegates of the House of Peoples of the Parliamentary Assembly of BiH, after a heated debate, and following the proposal of a delegate from the Croat people to include Information on the Declaration adopted by the House of Representatives of BiH, which relates to the opposition to the construction of the Pelješac Bridge as well as the resolution of border issues with Croatia, took note of the presented information.

The Declaration proposed by delegates from the Croat people, which they later withdrew, stated, among other things, that the House of Representatives of the Parliamentary Assembly of BiH had violated the Constitution of BiH and the Rules of Procedure, and had taken it upon itself to interpret the declaration as the stance of BiH, which it is not, according to the Declaration proposed by the Croat Caucus.

After a break, the Serb People's Caucus proposed the latest text of the declaration, which calls for the adoption that the Parliamentary Assembly consists of two houses. The Croat Caucus agreed with this declaration. The difference between these two declarations is that the one proposed by the Serb Caucus did not state that the Constitution was violated.

This Declaration was adopted with 10 votes in favor, three against, and no abstentions. None of the delegates from the Bosniak Caucus supported this.

-The Declaration of the House of Representatives adopted on September 7 and 13, 2017, which relates to the construction of the Pelješac land bridge and some other relations with Croatia, was not considered and no stance was taken by the House of Peoples. Such a declaration has significance only as a declaration of the House of Representatives, not the Parliamentary Assembly of BiH – read Sredoje Nović.

Bariša Čolak said that he would like the Bosniak Caucus to state its position on this, and that the Serb and Croat Caucuses had agreed on such a text during the break.

I would add to the proposed declaration that the one adopted by the House of Representatives has no legal effect – said Čolak.

Nović stated that this house is not competent to say what can produce legal consequences.

- I think it is more correct without that part. We stand by the text we proposed – said Nović.
