Prosecutor's Office of BiH forwards case of million-dollar payment by Government of RS to newly founded company to entity prosecutors

(Patria) - The Prosecutor's Office of BiH has confirmed that it, along with investigators from the State Investigation and Protection Agency (SIPA), was investigating a transaction by the Government of RS to the company "Madisson K Consulting", founded late last year.

In a response to Detektor, the Prosecutor's Office of BiH explained that the Financial Intelligence Department of SIPA had previously contacted the duty prosecutor regarding a transaction to the company "Madisson", and that a working meeting between the prosecutor and financial investigators was subsequently held.

"Officials from the Financial Intelligence Department were instructed to conduct detailed checks of the disputed transaction," the Prosecutor's Office responded.

Yesterday, the Patria News Agency reported the findings of the Istraga.ba portal, stating that the Government of RS paid 1.3 million KM to the company "Madisson" for organizing meetings with the US President and Vice President.

The article states that SIPA requested the Prosecutor's Office of BiH to stop the transaction, and that the transaction was allowed to proceed after state prosecutors took no action.

The Prosecutor's Office denies receiving such a request from SIPA.

In their response, they stated that after checks, the prosecutor was informed that further investigations did not reveal elements of any criminal offense within the jurisdiction of the Prosecutor's Office of BiH or any other prosecutor's office, meaning further checks did not establish a legal basis that would warrant further blocking of the transaction.

"Therefore, such a proposal was not submitted to the prosecutor's office," the Prosecutor's Office of BiH responded.

SIPA had not responded to the inquiry by the time this article was written.

Public contact information for the company "Madisson" cannot be found. The phone number listed in the official registry belongs to a lawyer who claims she only registered the company and did not wish to provide further details in a phone call.

The Prosecutor's Office of BiH confirmed to Detektor that they have not made a negative prosecutorial decision.

"Given that it was determined that this is a transaction arising from a contract concluded by an RS institution, the case has been forwarded to the Republican Public Prosecutor's Office of RS for further investigation in this matter," the Prosecutor's Office of BiH responded.

The Republican Prosecutor's Office had not responded to Detektor's inquiry by the time this article was written.

Istraga reported that the Government of RS signed a contract worth two million marks in January 2026 with a company founded at the end of last year at the address of Hotel "Bosna" in Banja Luka.

According to the official company registry, the founder of "Madisson" is Ivan Mišić. Detektor could not contact Mišić as there is no contact information for the company in the registry.

Istraga reported that 1.3 million marks have already been transferred to "Madisson" based on a consulting contract, just a few weeks after the company was founded. According to Istraga, SIPA blocked the transaction during the process and notified state prosecutors.

According to publicly available data from public procurement portals, the company "Madisson" has not been awarded any tenders. There is no information on the portal about the Government of RS conducting tenders.

The Government's website also does not publish this contract, although several earlier similar contracts are available.

Istraga reported that the contract with "Madisson" will last 18 months and that the company is expected to organize meetings with high-ranking US officials, including the President and Vice President, for which millions in bonuses are foreseen.

Detektor could not independently confirm these claims. The Government of RS did not immediately respond to the request for the contract with "Madisson".

The Prime Minister of RS commented on the contract after a session, at a press conference, comparing lobbying to "completing" a driver's license test, reports BN Television.

"In America and other countries, you have lobbying firms, and that's the only way it can be done, and until it can be done that way here, it will be called bribery and corruption.

So a contract appeared - RS paid for lobbying. I can't believe it. Lobbying is done for the Olympics, commercial lobbying is done, companies pay millions for lobbying.

Republika Srpska, which is now, in the last few months, visible in Russia, Israel, the USA, and Hungary, foreign ambassadors are visiting us, we are negotiating precisely this with the Americans. We are creating every possible story, and then someone says - 'you are lobbying' - said Minić."
