Sebija Izetbegović has been elected Director of UKCS, and only the formal signature of the Federal Minister of Health is needed to finalize this appointment. Therefore, she is currently the director of both the General Hospital and UKCS, two differently registered healthcare institutions with two founders. If this situation persists, it will enter the realm of illegality. According to the Law on Civil Service of FBiH, Izetbegović was obliged to resign from the General Hospital the moment she was elected to the new position. She did not resign; instead, doctors from the General Hospital are still approaching her and asking her to sign a request for transfer to UKCS.
Despite the fact that the status of merging these two healthcare institutions into one has not yet been resolved, there is open talk about it being the ultimate goal of the Izetbegovićs. Patria attempted to reach the Federal Minister of Health, Vjekoslav Mandić, on this matter, but he has been unreachable for days. He probably has nothing to say.
Neither Here Nor There
Things are getting complicated because the founder of the General Hospital is Canton Sarajevo, while the building itself is registered as state property. On the other hand, UKCS is a federal institution.
Nowhere and never has there been any plan to unite these two healthcare institutions. Not a single feasibility study has been conducted on this topic. There is not a word about any potential financial or healthcare justification for this merger. Unfortunately, this is once again about boundless individual ambitions placed above the law. It is about arbitrariness, rarely seen in this country. What should have been on the agenda of the executive authorities has been placed in the hands of one person, Sebija Izetbegović. What should be addressed by the Cantonal and Federal Ministries of Health as an idea, and by courts and constitutional courts as a practical implementation, is being presented as the arbitrariness of one person and a complete negation of the procedures of a state governed by the rule of law.
Although everything has been handed over to some sort of magical Group for the unification of the two healthcare institutions, it is a mere farce and a legal absurdity.
Just like his overly ambitious wife, SDA leader Bakir Izetbegović has also shown tendencies towards arbitrariness. He attempted to extinguish Sarajevo as the capital of the Federation of Bosnia and Herzegovina. This case is most reminiscent of the arbitrary actions of his spouse.
He Moved the Government to Mostar
Namely, without any public debate, without a single word for or against, he would declare Mostar the capital of the Federation of Bosnia and Herzegovina, and then move the Government of the Federation from Sarajevo there. When he publicly stated this on a television program, people were appalled. There was no public debate on this matter. No one had said a word about such a solution before, except that HDZ leader Dragan Čović had announced Mostar as the Croatian capital, and only on a few occasions as the capital of the Federation.
Bakir Izetbegović announces a change in the constitutional category without a single word being uttered on the topic beforehand. There was no probing of public opinion. And, most regrettably, in the meantime, he only discussed it with Dragan Čović, in private. Moving the capital of the Federation from Sarajevo means a direct change to the Constitution of the Federation. This opens up issues concerning the foundations of this state, rather than being within the general considerations of one man and his mere assumptions about what relocating the Government and all institutions would mean for Mostar.
The consequences of such violations of the Constitution, laws, and legal procedures will only become apparent.
This terror of illegality by the foremost Bosniak and his wife must be stopped as soon as possible. The state is already in a bad condition, so any legal ruin of it by people who should be promoting law and order can be disastrous.
