Tender documentation reveals why the Summit failed: 'Al lažiranje' confirmation for the daughter of Konaković's best man Gordan Memija!

Formally, the company MindSet has existed since June 19 this year. Yet, the General Secretariat of the Council of Ministers of BiH awarded them the contract for "event organization services - Organization of the Summit of Western Balkan and EU Leaders in BiH". This was based on a confirmation issued to the company MindSet by the director of Al Jazeera Balkans, Tarik Đođić.

With the confirmation issued by Al Jazeera on November 14 this year, the company MindSet proved its references. However, what is interesting is that Al Jazeera director Tarik Đođić, with his own signature, confirmed that the company MindSet worked on the following tasks in May 2024: "recording studio announcements and production of the TV series AJB Start". Therefore, Đođić confirmed that the company MindSet was working on tasks in May, even though, formally, MindSet has existed since June.

"We confirm that the company MindSet Ltd., based in Sarajevo, Paromlinska 42, has successfully completed the contract for recording studio announcements and production of the TV series AJB Start for the client Al Jazeera Balkans from May 1, 2024," the confirmation signed by Al Jazeera director Tarik Đođić states.



However, the court register reveals that the company MindSet was not operating under that name in May 2024. This means that the director of Al Jazeera certified untrue content. The photo below is an excerpt from the court register dated June 19, 2024. At that time, the company NOMEN NESCIO, founded by Bekir Gavrankapetanović, changed its name to MindSet Ltd. And at that time, Emina Memija was registered as the owner, whose father is Gordan Memija, the owner of the company FOTO ART, registered at the same address, in Paromlinska street.

Businessman Gordan Memija was arrested in April this year for cooperation with the drug cartel of Edin Tito, and the Court of BiH determined that there is a well-founded suspicion that Memija, who is also the best man of the Minister of Foreign Affairs of BiH Elmedin Konaković, laundered drug money.



Therefore, MindSet has existed since June, and the director of Al Jazeera claims that he worked with that company in May. Đođić, therefore, claims that the company MindSet recorded the show "AJB ART" for Al Jazeera. However, on the Facebook page of the company FOTO ART, registered to Gordan Memija, who is under investigation by the BiH Prosecutor's Office, it is stated that the show AJB ART was recorded in co-production by Al Jazeera and FOTO ART.



The shows on AJB were, therefore, produced by FOTO ART. However, since the owner of FOTO ART is under investigation by the BiH Prosecutor's Office for money laundering, the jobs were allegedly transferred to the company MindSet, registered to Gordan Memija's daughter. Incidentally, most of the jobs that FOTO ART did were "booked" by MindSet in order to meet the tender requirements.

"Conditions related to the technical and professional capacity of the bidder: In order to prove the conditions related to technical and professional capacity, the bidder must meet the following conditions: Successful experience in realizing at least two contracts related to the subject of this public procurement procedure within a period of one year, with a total value of all contracts of at least 256 thousand KM", it is stated in the tender documentation.

The subject of the public procurement was "event organization services - Organization of the Summit of Western Balkan and EU Leaders in BiH". This means that the company MindSet had to provide evidence that it had performed identical tasks, i.e., organized events. However, in all submitted confirmations of experience, MindSet provided confirmations stating that they had carried out "assembly and post-production" tasks. Here is another piece of evidence. And again, a confirmation from Al Jazeera with whom Gordan Memija closely cooperates.



Therefore, based on two suspicious confirmations issued by Al Jazeera, the company MindSet "fulfilled" the tender conditions. The entire procedure for awarding the contract lasted ten days.

"Upon the recommendation of the Public Procurement Commission, as of November 18, 2024, the Secretary General of the Council of Ministers of BiH issues a Decision on the selection of the most favorable bidder in the public procurement of event organization services - Organization of the Summit of Western Balkan and EU Leaders in BiH. The most favorable bidder selected is: MindSet Ltd., Paromlinska 42, with a price of 219 thousand KM, excluding VAT", it is stated in the Decision of the Secretary General of the Council of Ministers of BiH, Robert Vidović.



According to official data, the owner and director of this company is Emina Memija, the daughter of Gordan Memija. Bekir Gavrankapetanović, a Sarajevo lawyer whose sister Džemila Gavrankapetanović is a defense attorney for Gordan Memija in the Black Tie case, is listed as the previous owner.
