Tegeltija's report not passed, highest number of proceedings against judges and prosecutors in Europe

The report of the High Judicial and Prosecutorial Council for 2014, presented today to the delegates of the House of Peoples of the FBiH Parliament by the President of the HJPC Milan Tegeltija, did not receive support, and the biggest reason for this is dissatisfaction with the work of the judiciary in the past period, writes the BiH news agency Patria.

Tegeltija stated in his address that 18 disciplinary proceedings are being conducted against judges (12) and prosecutors (6), which, as he himself said, is "more than the average in the region and in Europe." The same number of proceedings was initiated in 2013, which is evident from the 2014 report. Tegeltija was elected head of the HJPC in July 2014, and his biography is marked by scandals during his work as a judge at the Basic Court in Banja Luka.

We remind you that the HJPC report was not adopted by either house of the Parliamentary Assembly of BiH, and as stated by the deputies and delegates, the HJPC bears significant responsibility for the confusing and unprofessional state of the judiciary in BiH.

Otherwise, on the official website of the HJPC, pravosudje.ba, the report for 2014 was published exclusively in the Serbian language and Cyrillic script, although three languages and two scripts are used equally in BiH. An English version was also offered.

Every year, the HJPC prepares an annual report in which it lists its activities and describes the situation in the judiciary and prosecution, including recommendations for its improvement. The report is submitted to the Parliamentary Assembly of Bosnia and Herzegovina, the Council of Ministers of Bosnia and Herzegovina, the Parliament of the Federation of Bosnia and Herzegovina, cantonal assemblies, the National Assembly of Republika Srpska, state and entity ministries of justice, and the Assembly of Brčko District of Bosnia and Herzegovina for informational purposes.
