Stagnation in technical mandate: No parliamentary majority, but no dismissal of the Council of Ministers

It is evident that there is no parliamentary majority at the state level. However, despite this, the BiH Presidency does not invite the Chairman of the Council of Ministers Denis Zvizdić for consultations to determine whether there is a parliamentary majority or not, writes the Patria news agency.

It is also clear that there is no new majority that would propose Zvizdić's dismissal, because no one wants power a year before the elections. It is therefore certain that we will have some form of government operating in a technical mandate, from which fewer and fewer legal solutions are being presented to the deputies of the BiH Parliament.

If it weren't for the amendments to laws proposed by deputies, mostly from the opposition, the Parliament sessions would have no agenda. It is therefore clear that the working conditions are difficult for both the Council of Ministers and the parties participating in the government, because the relations between SDA and SBB, SDA and HDZ, SBB and the Alliance for Changes are increasingly difficult and "quarrelsome"...

Otherwise, the Council of Ministers can be dismissed according to the Rules of Procedure of the House of Representatives, if at least eight deputies in the House initiate a proposal for a vote of no confidence or on the need for a reconstruction of the BiH Council of Ministers.

Such a deputy initiative has not been proposed so far. Sadik Ahmetović is requesting, and the majority has accepted, Zvizdić's statement on how he intends to work in the coming year, given the circumstances. The previously requested signatures were not collected, because Zvizdić called such a request pure politicking.

According to the BiH Constitution, in the event of a vote of no confidence in Parliament, the Council of Ministers must resign. The second possibility is that the Presidency of BiH initiates the dismissal of the executive power at the state level, as stated in the Law on the Council of Ministers.

The BiH Presidency can propose the dismissal of the Chairman of the Council of Ministers. If the Parliamentary Assembly of BiH votes no confidence in the Chairman, the Council of Ministers resigns as a whole, but continues to perform its duties until the confirmation of a new Chairman and members of the Council of Ministers. The Parliamentary Assembly can also, on its own initiative, vote no confidence in the Council of Ministers.

Therefore, even if a vote of no confidence is passed, this convocation of the Council of Ministers will remain in a technical mandate until a new one is elected. However, there is no such initiative, although there are acknowledgments that there is no parliamentary majority either.
