All non-partisan observers allowed into polling stations without issues

(Patria) - The Coalition for Free and Fair Elections "Pod lupom" informs the public that on election day in the City of Doboj and the Municipality of Srebrenica, it engaged one hundred civic, non-partisan election day observers who will observe the entire election process at almost all polling stations in the City of Doboj and all polling stations in the Municipality of Srebrenica, as well as at the City Election Commission of Doboj and the Municipal Election Commission of Srebrenica. Observers of the "Pod lupom" Coalition have so far monitored the arrangement and opening of polling stations, and will continue to monitor the voting process, the closing of polling stations, and the counting of votes.

Unlike the Local Elections in 2020 held on 15.11.2020, where observers of the "Pod lupom" Coalition were denied access to most polling stations in Doboj, thus violating the Election Law of BiH and which is one of the reasons why the Central Election Commission annulled the elections in Doboj, in the repeated elections, all observers of the "Pod lupom" Coalition were granted unimpeded access to all polling stations to which they were assigned in both Doboj and Srebrenica.

Observers of the "Pod lupom" Coalition have so far recorded that at four polling stations in Srebrenica and one polling station in Doboj, not all members of the polling board respected the obligation to be present at the polling station at 06:00 h.

Six polling stations in Doboj were not arranged according to the instructions of the Central Election Commission of BiH/Central Election Board of BiH on the conduct of election implementation bodies on election day in the conditions of the COVID-19 epidemic.

At every fifth polling station, the list of polling board members, indicating which political entity the members belong to, was not displayed. The "Pod lupom" Coalition emphasizes that it is necessary to publish lists of polling board members with the names of political entities instead of codes, in order to contribute to the transparency of the election process and prevent trading of positions in polling boards. Voting secrecy is ensured at all polling stations in both Doboj and Srebrenica, meaning that voting booths are set up in a way that no one can see who the voter voted for. At all polling stations, the ballot box was shown empty before the polling stations were opened. Manual counting of ballots before the opening of the polling station was not performed at one polling station in Doboj.

The percentage of polling stations opened exactly at 7:00 h is almost 88%, while most of the remaining polling stations opened with a slight delay of up to 15 minutes. Three polling stations opened with a delay longer than 15 minutes.

Data from the field on the course of election day in Doboj and Srebrenica is received by the Call Center of the "Pod lupom" Coalition, established in Doboj, while reporting from polling stations is done in real time.
