PROPOSAL ARRIVED: Meeting on unblocking F BiH fails, HDZ introduces new blockades

Although the meeting on unblocking the government in F BiH was not held today, HDZ BiH submitted its proposals and view of the situation, which, together with those previously received, were forwarded to the EU Delegation. While the majority focused on technical ways of unblocking, HDZ remained true to its practice and intensified political demands for ensuring legitimate representation, thereby further opening space for blocking F BiH. In this direction, HDZ wants decision-making on vital national interest to remain in the House of Peoples of F BiH, rather than being decided by the Council for the Protection of Vital National Interest of the Constitutional Court of F BiH, whose work they have blocked by not appointing judges. Additionally, HDZ wants decisions to be made by a majority vote both in the Parliament and in the national clubs, thereby cementing their own position as the exclusive interpreter of the interests of Croats in BiH.

HDZ is also bothered by being outvoted in the Government of F BiH and demands the introduction of equal voting rights for all nations. This would also introduce a blocking mechanism in the work of the F BiH Government. Decisions of vital national interest would be made by consensus, with the provision that a decision on vital national interest can be initiated by one-third of ministers, not counting the prime minister and deputy. Additionally, HDZ demands that the Ministry for Veterans' Affairs be divided into two sectors, i.e., clearly divided into Bosniak and Croatian. In doing so, HDZ cites the insistence of Bosniaks on such an organization of the cantonal ministry in HNK. The solution for HDZ is to abolish duality in HNK, but also to reduce the federal ministry to only paying disability benefits. For HDZ, this ministry is expensive, sluggish, and inefficient because it is not divided. The HDZ document also states that the Government of F BiH is appointed by the President of F BiH with the consent of both vice-presidents, which must be confirmed by a majority in the House of Representatives of F BiH. Regarding the President and Vice-Presidents of F BiH, their election requires a proposal supported by a majority of each national club, which is also needed for their appointment.

HDZ also problematizes the non-appointment of the director of the FUP. Indirectly, they still believe that Zoran Galić, the current director of the Border Police of BiH, should be appointed to this position because he is the top-ranked candidate on the Independent Board's list. The Government of F BiH and the relevant minister Aljoša Čampara are in favor of repeating the procedure after none of the candidates from the list received support, which was also communicated to the Independent Board, which has been failing to make a decision on the competition for months.

HDZ also problematizes the legality of the bodies in RTV F BiH, pointing out that director Džemal Šabić has been in office since 2008. The legality of the Statute of this company is also problematized, with the requirement that its adoption requires consensus among the members of the Management Board. HDZ proposes the election of a new Management Board of FTV, which would then unanimously elect a new director.

Interestingly, HDZ also cites electoral engineering as a problem in the functioning of F BiH. HDZ does not give up on insisting on the implementation of the Constitutional Court of BiH ruling in the Ljubić case, which most parties in F BiH consider to have been implemented.
