WHAT THE IMPOSED DID Nikšić and Višković agreed on the Buk Bijela project, Bosnia and Herzegovina's territorial integrity and sovereignty attacked!

Here's an exclusive. Recently, at the level of entity prime ministers, we tried to revive this story that the Republic of Serbia and Bosnia and Herzegovina would jointly build a facility on the Drina, with BiH's two entity power utilities having a 25 percent stake, and the Republic of Serbia 50 percent.

These are not the words of Radovan Višković, the prime minister of Republika Srpska, although if he had said them, they would have been more fitting for him. These are the words of the imposed prime minister of the Federation of BiH, Nermin Nikšić (president of SDP), in the Klix studio show. Those who have the time can watch it at 30:45...

It is symptomatic that Nikšić, in what he called an “exclusive” piece of information, failed to mention what kind of agreement it actually is, or how the previous concession issues concerning this facility, which were decided by the Constitutional Court of BiH, and which High Representative Christian Schmidt warned about, have been resolved. Has some Copperfield illusion been created again, as in the case of Vareš, whereby regulations are ignored for the sake of interests? It will probably be known in the coming days.

We remind you, and Nikšić obviously turned a blind eye to the fact that the Constitutional Court of Bosnia and Herzegovina also commented on this project and the concession issue. On July 16, 2021, it passed a Partial Decision establishing that there is a dispute regarding concession decisions concerning the concession property and the jurisdiction for making them, which was made by Republika Srpska. The Commission for Concessions of Bosnia and Herzegovina was then instructed to resolve the disputed issues between Bosnia and Herzegovina and Republika Srpska, in its capacity as the Joint Commission for Concessions, within the meaning of the Law on Concessions of Bosnia and Herzegovina.

However, SNSD cadres, the ruling party in Republika Srpska, specifically Staša Košarac, obstructed the appointment and thus the functioning of the Commission for Concessions, and the Commission did not do what the Constitutional Court of BiH had ordered it to do.

Therefore, in its response to Patria on September 6, 2022, the Constitutional Court of BiH stated: “direct issues regarding dispute resolution to the Commission for Concessions and the Prosecutor's Office of BiH regarding what they are undertaking within their jurisdictions to enforce the decisions of the Constitutional Court”.

Therefore, the Buk Bijela project is not a matter of an agreement between Nermin Nikšić and his spheres of interest with Radovan Višković as the executor of Milorad Dodik's and Aleksandar Vučić's interests.

The way Nikšić presented the agreement on resolving the Buk Bijela Hydroelectric Power Plant issue clearly indicates that Milorad Dodik brokered this agreement with the political project Trojka, which includes Nikšić himself.

The fact that he remained silent about what this means in the context of the Constitutional Court's Decision fully entitles us to believe that Trojka, and its imposed prime minister of the FBiH, Nermin Nikšić, have agreed to an arrangement based on the model of a state community. In practice, this would mean that administrative units, i.e., entities, conduct sovereign policies, leaving the state level only to approve agreements.

Nikšić has long shown his attitude towards state property, calling it a story about fields. Now it is completely clear why. Therefore, the exclusively imposed prime minister must know that the Drina River is state property, and that the disposal of this property is prohibited by an OHR decision.

Because Nikšić should know that this is high treason to the state of Bosnia and Herzegovina if he proceeds with the political agreement with Višković (read: Dodik). Firstly, it is an attack on the sovereignty and territorial integrity of Bosnia and Herzegovina, an attack on state property, and the creation of a precedent that will certainly allow Dodik, and Čović as well, to invoke these agreements in the future.

Secondly, Nikšić cannot explain why the 25 percent that would, according to the alleged agreement, go to the Republika Srpska Power Utility would not at some point become 75 percent owned by Serbia's Power Utility. Because, if it is not clear to him, and many things have not been clear to him for a long time, Milorad Dodik will gladly and benevolently cede his 25 percent to Serbia for a small sum, which in practice means that two-thirds of the Buk Bijela Hydroelectric Power Plant will go to EPS, and one-third to the FBiH Power Utility. And the calculation is quite clear, so the deception that this project would save our businessmen because electricity from renewable sources might pass with Vojin Mijatović and the group around Nikšić, but in serious circles, it has no chance of survival.

And finally, if it wasn't clear to anyone why Nikšić and Trojka are qualified as traitors, let it be clear that those who consciously make agreements on joint projects with secessionists from Republika Srpska and their planners from Belgrade cannot be patriots.

These projects, even in illusions, do not have the option of being considered favorable and acceptable for Bosnia and Herzegovina.

Therefore, the burden of the necessity of a swift reaction falls again on the Parliament and pro-Bosnian forces, so that Nikšić's energy affair with Dodik and Vučić does not jeopardize the territorial integrity, energy, and all other sovereignty of Bosnia and Herzegovina, and ultimately the interests of our state. The boat of the imposed has long sailed into treacherous waters; they must be stopped before they reach their destination!
