What Šego hid: Dumančić illegally spent 1,208,142 KM on cars

The Audit Office of Institutions of Bosnia and Herzegovina gave a positive assessment of the operations of the BiH Border Police, headed by Vinko Dumančić, reports the Patria News Agency. However, Dževad Nekić, Deputy General Auditor of Miljenko Šego, disagrees with this assessment and has offered a dissenting opinion.

- The given opinion is not a reflection or result of the facts established in the audit process, nor of the findings in the report itself, due to several aspects – the opinion states.

Firstly, irregularities related to the procurement of official vehicles in the amount of 1,208,142 KM are mentioned, where it was determined that the tender documentation defined minimum and maximum measures regarding engine power, vehicle width and length, catalog fuel consumption, trunk volume, etc., and that the procurement process, in this specific case, did not sufficiently ensure fair and active competition, which is one of the fundamental principles of the Law on Public Procurement. Weaknesses related to public procurement are repeated year after year.

- The fact that the supplier in the aforementioned procedure has already become the “exclusive” supplier of official vehicles also gives rise to skepticism, and that the members of the public procurement commission are almost always the same individuals, namely the director's closest associates who hold significant authority and should be among the most responsible for the internal control system, which this role certainly denies them – it further states.

In the conclusion of the dissenting opinion, Nekić states that he is of the opinion that, based on the audit of compliance with relevant laws and regulations, the public procurement procedure with detailed technical specifications that is discriminatory towards other suppliers and does not ensure fair and active competition, which is contrary to the Law on Public Procurement, is a sufficient reason to give a qualified opinion.
